Brazil’s cattle cycle is turning toward herd retention, which is expected to reduce its slaughter and beef production in 2026. That can tighten supply and support prices, but it does not guarantee that grocery-store beef will keep getting more expensive. USDA’s September 18, 2026 U.S. outlook says cattle prices were declining from spring highs and that price expectations had been reduced through the next year. Cattle prices, international beef trade and retail prices are related, but they are not the same measure.
What Brazil’s shrinking supply means
USDA’s Foreign Agricultural Service (FAS) Brasilia report, published March 3, 2026, says Brazil is beginning a reversal in its cattle cycle. Producers are expected to retain more cows for breeding, limiting the number of animals available for slaughter. The report forecasts Brazil’s 2026 calf crop at 47.2 million head, stable against 2025, while total cattle slaughter is forecast to fall 2% as cow retention begins. Reduced calf availability is also expected to put upward pressure on calf prices.
The same report forecasts Brazil’s 2026 beef production at 12.5 million metric tons carcass weight equivalent (CWE), down 2% year over year. It forecasts domestic consumption at 8.3 million metric tons CWE, down 1%, and exports at 4.15 million metric tons CWE, down 5%. These are forecasts in the March country report, not final production or trade results.
Lower Brazilian output can make beef less abundant in export markets, but the price effect depends on who wants the beef, which suppliers can replace it, exchange rates and trade restrictions. Brazil’s report cites strong foreign demand, a devalued Brazilian real and tariffs imposed by trading partners among the forces shaping its export outlook.

How the global outlook changes the picture
USDA FAS’s April 2026 global outlook forecasts world beef production down 1% to 61.6 million metric tons and exports down 1% to 13.8 million metric tons. These are global forecasts, not U.S. retail-price forecasts. Production declines in Brazil, the United States, China, the European Union and Australia are expected to outweigh increases in India, Mexico and New Zealand.
The April global report forecasts Brazil’s 2026 production at 12.37 million metric tons CWE, down 2% after a record year in 2025. That differs from the March Brasilia report’s 12.5 million metric-ton forecast. The figures come from separate reports published at different times and in different contexts; neither should be silently substituted for the other.

Trade flows may also shift rather than simply contract. USDA expects China’s tariff-rate quotas to limit imports, particularly from Brazil and Australia, and forecasts Chinese beef imports down 13%. In contrast, robust U.S. demand for lean trimmings is expected to support imports from Brazil and Australia. The global outlook forecasts higher exports from India, Argentina, New Zealand and Mexico, which can alter the supply available to particular buyers.
What the latest U.S. price outlook says
USDA Economic Research Service (ERS) updated its Cattle & Beef — Market Outlook on September 18, 2026. It says fed-cattle slaughter remains historically low and lowers its U.S. beef-production forecasts for 2026 and 2027. But the same outlook says cattle prices are declining from spring highs and reduces price expectations through the next year. Lower projected production therefore does not, by itself, establish that U.S. cattle prices—or grocery prices—will continue to rise.

The ERS outlook also expects an expanded tariff-free quota for lean beef from September through November to boost U.S. imports in late 2026. More imports can help supply particular parts of the beef market, but that forecast is not a direct prediction of what a shopper will pay for every cut at a store.
As dated context, an Associated Press report on August 21, 2026 described U.S. beef prices as having reached record highs amid falling U.S. cattle numbers and steady demand. It also cited limits on cattle from Mexico associated with a New World screwworm outbreak and a 50% U.S. tariff on Brazil. Those reported conditions help explain pressure at that time; they do not establish a continuing rise, and they do not supersede the later USDA outlook.

Why a cattle-price forecast is not a grocery-price forecast
“Beef prices” can refer to several stages of the market. A cattle price is what buyers pay for live animals; wholesale beef values reflect meat traded after processing; and retail prices are what households pay in stores. Supply shifts can pass through those stages at different speeds and to different degrees. The cited outlooks do not provide a specific forecast for U.S. grocery-store beef prices.
USDA ERS maintains separate resources for cattle and beef prices, retail beef prices, and production and trade statistics. For a household budget decision, use the retail-price series for the relevant product and period rather than treating a cattle-market forecast as a prediction for a particular store, cut or week. The available figures here do not establish a current retail price or a precise future change.

These measures have different geographies and units: Brazil and global production figures are not U.S. store prices, and CWE is a carcass-weight basis. The forecast dates matter, too: a newer outlook may differ from an earlier country estimate without turning either into an observed result.
