Wall Street Pepe: issuer-reported raise, price, and intended features
The $32 million figure and $0.000365 stage price belong to the project’s 20 December 2024 release. They are not independently verified figures, and the stage price is not a current price or evidence of later market value. The release’s trading tools, staking, and rewards were presented as intended features, not independently confirmed delivery.
Risks and regulatory context
The Financial Conduct Authority’s consumer information on initial coin offerings warns generally that token sales can be speculative and volatile, may involve fraud or inadequate documentation, may lack ordinary investor protections, and can result in losing the entire amount invested. These are general cautions, not findings that either named project was fraudulent or deficient.

On 17 December 2024, the European Securities and Markets Authority (ESMA) published an update on MiCA implementation. ESMA Chair Verena Ross said: “Nevertheless, it is crucial to recognise that the new regime would not suffice to eliminate the inherent uncertainty and volatility in the crypto-assets market, and investors should fully understand the risks before engaging in this space.” ESMA identified 30 December 2024 as MiCA’s entry-into-application date. The statement is about general crypto-asset market risk; it does not endorse either presale or establish what protections applied to a particular buyer or token.
In a later statement dated 27 February 2025, the U.S. Securities and Exchange Commission’s Division of Corporation Finance described typical meme coins as primarily driven by market demand and speculation and as having limited or no functionality. The statement expressly presents Division staff views, has no legal force or effect, and does not determine the legal status of any specific token or offering. It should not be treated as a conclusion about FLOCK or WEPE.

What a prospective buyer would need to verify
Historical promotional material is not enough to judge a presale. Before assessing any token sale, look for dated, independently checkable evidence on the points that matter to the transaction and the token’s risks:
- Sale terms, launch and closing dates, accepted payment methods, and any restrictions by location.
- Token allocation, vesting or lockups, and the rules for claiming tokens.
- The blockchain and contract address, plus an independent security review that identifies its scope and findings.
- Whether described utility is already functioning or only planned, and evidence that the relevant features work.
- Any claimed listing, liquidity, or market activity, verified through dated primary records rather than promotional language.
- The legal and consumer-protection rules that apply in the buyer’s jurisdiction; do not assume a presale has ordinary investor protections.
