The figure of 20,000 children working in India’s mica sector is a historical estimate associated with a 2016 investigation—not a current census. Later reports use different geographies and methods, so their figures cannot be read as a reliable rise or fall in child labor. The evidence does show persistent concerns about children’s work and a supply chain in which mica from informal or illegal sources can be difficult to distinguish from other material.
What the 2016 figure does—and does not—tell us
A 2016 Scroll.in investigation, credited in search results to Thomson Reuters Foundation reporting, described children as young as five working alongside adults in the Jharkhand–Bihar mica belt. Its headline cited 20,000 child workers, and its indexed excerpt reported seven child deaths since June before publication. Those are findings attributed to that 2016 investigation, not current totals.
The article page was not available for direct inspection, so its indexed details should be treated as the investigation’s reported claims. In particular, the headline figure does not establish how many children work in mica today. Later estimates cover different places and use different methods; they cannot be treated as consecutive measurements of the same population.
Why later estimates are not a trend line

These figures differ in publication year, geographic coverage, age and work definitions, and whether they represent an estimate, extrapolation, or survey response. They do not demonstrate that the number rose from 20,000 to more than 30,000.

Where the mica comes from, and why legality is complicated
The main concern in these reports is the mica belt in Jharkhand and Bihar. The U.S. Department of Labor’s 2024 study describes mica mining there as illegal, while Terre des Hommes says mining is generally prohibited in the area and notes that individual licenses exist. The distinction matters: the evidence does not support saying that all mica mining in India is illegal.
Informal extraction can also be missed by official records. Terre des Hommes describes mica as a minor mineral and notes gaps in production reporting rather than a complete national dataset that captures all extraction. The same report cites 150,000 tonnes of mica shipped through Kolkata per year in Indian export statistics, while noting that the origins are unclear and the figure does not align neatly with official mining data. How mica moves from collection to export
- Collection and sorting: Families may collect mica in forest areas or abandoned mines. Reports describe adults digging or cobbing mica and children separating pieces from sand. Scrap may also be gathered from abandoned workings and mine overburden.
- Village-level buying: Local buyers or intermediaries, sometimes called thekedars, purchase the material from families.
- Processing: Mica can pass through intermediaries and processing units, where it is sorted, cleaned, cut, or milled.
- Manufacturing and export: Processed material then moves toward larger manufacturers and exporters. The Georgetown summary of the 2024 U.S. Department of Labor study says illegal scrap mica is frequently commingled with legal production, making the origin harder to establish.
Mica’s uses include cosmetics and pigments, paints and coatings, electronics, plastics, automotive applications, and construction materials. Its presence in a product does not, by itself, show which mine supplied it or whether child labor was involved. Georgetown University Terre des Hommes
What the reports say about children’s work and risk
The U.S. Department of Labor’s list of goods produced with child or forced labor describes children ages 5–17 collecting mica, particularly in illegal operations, and lists work such as breaking rocks, carrying loads, and sorting or separating mica. It identifies respiratory and mine-safety concerns. The 2024 study summary and Terre des Hommes reports describe hazards including falling rocks, dust exposure, lack of protective equipment, and injuries. These sources establish reported risks, but they do not provide a representative measure of how often particular injuries or illnesses occur across the sector.

The U.S. State Department’s 2024 Trafficking in Persons report also refers to adults and children exploited in bonded labor in mica mining. The National Commission for Protection of Child Rights lists a 2023 survey on education and wellbeing in mica-mining areas of Jharkhand and Bihar; the listing confirms the report exists but does not, on its own, establish its findings.

- A product containing mica is not proof of child labor. The reports describe opaque sourcing and commingling, not evidence that a particular named downstream brand knowingly bought child-mined mica.
- Traceability is the central challenge. A company needs information linking its mica to its source and suppliers, rather than relying only on the fact that a product or shipment passed through a formal processor or exporter.
- Claims should match the evidence. A statement about a specific brand, mine, or current number of working children requires direct evidence for that claim; sector-wide risk reports cannot establish it by themselves.
