What happened to the $350 million?
There were two different $350 million transactions involving ACE, Maryland, and the Dali’s owner and operator:

These amounts should not be added together as if they were one payment for one claim. The payers, recipients, and purposes differ.
Why was there an insurance payment?
On March 26, 2024, the Dali was leaving Baltimore Harbor when it lost electrical power, propulsion, and steering and struck Pier 17. A substantial section of the Francis Scott Key Bridge collapsed, killing six road workers. The $350 million from ACE was payment under Maryland’s bridge policy. It did not mean that rebuilding the bridge would cost $350 million, nor did it settle every claim connected with the collapse.
How do the insurance payment and reconstruction costs compare?
The NTSB’s November 2025 board-meeting summary estimated replacement costs at $4.3 billion to $5.2 billion—far above the reported $350 million policy limit. It also said more than 34,000 vehicles had to use alternate routes each day, including 10% trucks. Maryland Department of Legislative Services reported that the Maryland Transportation Authority had spent $238.0 million on the project through November 2025. The report said costs were expected to be covered through a combination of insurance proceeds, material-recycling revenue, and federal funds. It also stated that the federal emergency-relief share for this response is 100%. What did the later agreements resolve?
ACE’s settlement with the vessel interests
In April 2026, ACE reached its $350 million agreement with Grace Ocean and Synergy Marine, the Dali’s owner and operator. The reported amount matched what ACE had paid Maryland. The agreement concerned the insurer’s recovery; reporting said it did not itself resolve all claims in the broader litigation. Associated Press

Maryland’s settlement with the vessel interests
In May 2026, Maryland finalized its own $2.25 billion settlement with Grace Ocean and Synergy Marine. The state said its claims against Hyundai Heavy Industries, the shipbuilder, were not part of that settlement. CBS Baltimore
The two settlements are separate agreements. Their amounts do not describe the same payment, and the available reporting does not support treating either one as a complete resolution of all collapse-related claims.

How did the investigation and claims develop?
- May 2, 2024: Insurance Journal, reporting Reuters coverage, said Chubb was preparing to pay Maryland $350 million and that the broker expected authorization within weeks. This was a report of an expected payment at the time. Insurance Journal
- September 18, 2024: The U.S. Department of Justice announced a claim seeking more than $100 million from the vessel owner and operator for federal response costs. DOJ described its then-current allegations about electrical and mechanical maintenance and the loss of power; these were litigation claims, not a final court finding. Department of Justice

What the payment means for Maryland taxpayers
The insurance proceeds were one funding source in a larger reconstruction effort. Maryland’s legislative report identified insurance, material-recycling revenue, and federal funds as expected sources of project funding. The report’s 100% federal emergency-relief share describes the federal share for this response, but it should not be read as proof that all project expenses have been paid or that the insurance payment was sufficient on its own. For the broader legal picture, keep the state’s insurance claim, ACE’s later settlement with the vessel interests, Maryland’s separate settlement, and the federal government’s response-cost claim distinct. The public settlement reports do not provide enough detail to infer how funds were allocated among individual claims or when every payment was made.
