Washington’s Senate Bill 5600 would have limited fares for certain rides during qualifying large events, but it did not receive a full Senate vote in 2025. The bill proposed a ceiling of 120% of driver pay for covered prearranged rides—not a statewide ban on surge pricing. The official bill record later showed it in Senate Rules X status as of July 3, 2026.
What Washington Senate Bill 5600 would have changed
SB 5600 targeted transportation network companies such as Uber and Lyft during defined large-scale events. Its first substitute bill proposed three distinct measures: a fare limit for some event rides, disclosure of driver pay on passenger receipts, and authority for local governments to establish designated pickup and drop-off areas.
A proposed cap for rides at qualifying events
For a prearranged ride during a qualifying event, the bill would have barred a company from charging more than 120% of the driver’s pay for that trip. The cap was event-specific; it was not a general restriction on surge pricing across Washington.
The fare-cap definition covered ticketed or preregistered gatherings with at least 10,000 attendees at an outdoor venue with defined entrances and exits, or at least 1,000 attendees at an indoor venue with defined entrances or exits. Event staff and volunteers would not count toward those attendance thresholds. Specified K–12 and faith-based events were excluded. These definitions appear in the Senate Labor & Commerce Committee’s February 18, 2025 bill report (official bill report and documents).

Driver-pay disclosure on receipts
The proposal also required the electronic receipt provided to a passenger to show the driver’s pay for the trip. The bill defined driver pay to exclude pass-through amounts such as driver-paid tolls and passenger tips. That disclosure requirement was separate from the proposed fare ceiling.
Local pickup zones used a different event definition
Another provision would have allowed local governments to use geofencing to establish designated pickup and drop-off zones during a “large special event.” For this provision, the bill used a U.S. Department of Homeland Security assessment rating of levels one through three. That is not the same definition as the attendee thresholds used for the fare cap.

Consumer Protection Act provisions
The substitute bill treated violations of the proposed cap, certain emergency fare restrictions, and fare-disclosure rules as matters affecting the public interest under Washington’s Consumer Protection Act. These were provisions of a proposal, not rules that took effect through SB 5600.
Why the 2026 World Cup was part of the debate
The 2026 FIFA World Cup was a major reason lawmakers considered event-specific rules: Seattle was scheduled to host six matches in June and July. The Senate committee report cited a forecast of up to 750,000 visitors to Washington in connection with the tournament. That was a projection recorded in the committee report, not a count of people who ultimately visited (Washington Senate Labor & Commerce Committee report, February 18, 2025).

The report described the matches as a DHS level-two special event. That classification related to the separate local pickup-zone provision; the fare cap relied on its own attendance and venue criteria.
Why supporters and opponents disagreed
Committee testimony and contemporaneous reporting framed the policy dispute around passenger costs, driver compensation, platform economics, and event operations. Supporters and opponents offered competing views about how a cap would affect those interests; the projected effects were arguments, not established outcomes.

GeekWire reported that Uber and Lyft opposed the measure. Its March 19, 2025 account also reported that some agreements had been reached with the FIFA organizing committee to address issues covered by the bill. Prime sponsor Sen. Emily Alvarado did not explain why SB 5600 stalled. She said, “If we continue to see a lack of transparent pricing during large-scale events in the coming months, I remain committed to revisiting the issue next session in preparation for the World Cup” (GeekWire, March 19, 2025).

The Senate Labor & Commerce Committee reported a substitute version on February 18, 2025, with a majority recommending passage and a minority opposing it. GeekWire reported that two Senate committees passed the measure, but the full Senate did not take it up for a vote before the 2025 session ended.

The official history records SB 5600 as placed in the Senate Rules “X” file on March 17, 2025. It was reintroduced and retained in present status on January 12, 2026. The bill page’s status-at-a-glance was timestamped July 3, 2026 and showed “SRules X.” That is the date of the recorded status—not a live status check for October 2026. The bill’s current record and legislative history are available on the Washington Legislature’s SB 5600 page.
What this means for riders and drivers
SB 5600 did not itself impose the proposed cap or receipt disclosure requirement: it stalled before a full Senate vote. The proposal is relevant as a record of how Washington lawmakers considered regulating event-related rides, but it should not be mistaken for an enacted statewide surge-pricing rule.
