Plus Partners was the venture fund behind a June 2024 report on Southern Europe’s startup scene. Founded by Enrique Linares and Oriol Juncosa, it planned to invest at pre-seed and seed stages, with a strong focus on Spain and some consideration of Italy. The report did not confirm the fund’s size: the cited $30 million–$50 million range was rumor, not a verified raise or close.
What Plus Partners planned to invest in
TechCrunch reported on June 27, 2024, that the fund’s thesis covered early-stage companies in Southern Europe, particularly Spain. Italy was also under consideration. Its stated themes were health and nutrition; finance and property; and the future of work and productivity. The report did not establish a complete list of target countries or a more detailed allocation among themes.
The founders pointed to local talent and networks as part of the opportunity. Linares said, “We have a lot of talent and founders can internationalize very successful startups from here.” Juncosa described the tech community in Spain and Portugal as open and supportive, and said the region had role models for founders.
Was the fund size confirmed?
No. TechCrunch said Plus Partners had not released a fund-size figure. The $30 million–$50 million range mentioned in that report was explicitly rumor; it should not be treated as the amount raised, a target, or a completed close.

Plus Partners’ news page contains later material through 2026, but it does not establish the current size or status of this launch fund. The June 2024 article therefore cannot be used to claim that the fund is the newest launch today.
What Spanish investment figures say—and why they differ
Later reports indicate substantial startup financing activity, but their headline totals use different measures. Fundación Innovación Bankinter’s Startup Observatory reported more than €3.1 billion in startup investment in Spain in 2024, 36% above 2023. It reported more than €1.6 billion invested in Barcelona, over half of the national total. These are the Observatory’s figures and should not be conflated with venture-capital-only measures.
ENISA’s 2025 summary of the Spain Tech Ecosystem Report put venture capital raised by Spanish startups in 2024 at €1.9 billion and ranked Spain seventh in Europe by 2024 VC investment volume. The same summary reported €2.3 billion in venture debt. Because the sources define and measure financing differently, the €3.1 billion startup-investment figure and €1.9 billion VC figure are not interchangeable estimates of one identical total.
The Spain Tech Ecosystem Report also recorded €950 million raised in the first quarter of 2025 and €1 billion in the second quarter of 2025. Those are quarter-specific figures, not proof of a full-year result or a direct measure of Plus Partners’ fundraising or investments.

Capital sources shape the wider market
In reporting 2024 results, the European Investment Bank said one in every five euros raised by investment funds in Spain in 2024 came from the European Investment Fund. The EIB also described Kembara, a €1 billion fund launched with EIF backing and targeting businesses across Europe. These figures illustrate the role of institutional capital in the broader ecosystem; they do not establish a connection between that backing and Plus Partners.

The phrase reflects the June 2024 news moment, not a current ranking or an assurance of future returns. Fund launches and ecosystem-level investment totals show activity, but they do not tell an individual investor whether a particular startup or fund is suitable, nor do they guarantee returns. Juncosa also criticized some non-professional early-stage investors and family offices, saying they could “do more harm than good” by inflating valuations or entering rounds on punitive terms. That is his assessment, not a general finding about all such investors.
For a personal-finance reader, the practical distinction is between evidence of a growing startup market and an investable opportunity. The reported figures describe capital flows into companies and funds; they are not consumer investment recommendations, and this coverage does not provide a verified fund size or current close status for Plus Partners.
