CONSOB took regulatory action against PBN Invest in September 2018. The Italian regulator found that Capital Tech Ltd was offering and providing investment services to the Italian public through www.pbninvest.com without the authorization required under Italian law.
The measure is often described online as a CONSOB “warning,” but the formal action was an order to stop the unauthorized activity—not a criminal conviction, a finding that every trade was fraudulent, or a guarantee that investors would recover their money.
What CONSOB decided
On 26 September 2018, CONSOB adopted Resolution No. 20594 against Capital Tech Ltd in connection with pbninvest.com.
According to CONSOB, the company was offering and carrying out investment services toward the Italian public without the necessary authorization. That breached Article 18 of Italy’s Consolidated Finance Act (TUF).

CONSOB relied on Article 7-octies(b) of the TUF to order the operator to cease the violation. In practical terms, the regulator’s decision was about the unauthorized provision of investment services to Italian customers.
CONSOB’s official notice was publicly summarized on 18 October 2018 in a press release about its investor-protection section, “Occhio alle truffe!” (“Watch for scams!”). The press-release date is not the date on which the decision was adopted.
Warning or website blocking?
Calling this a CONSOB warning is understandable, but “order to cease unauthorized activity” is more precise. It is also misleading to say that CONSOB blocked or blacklisted pbninvest.com on 26 September 2018.
CONSOB’s authority to order Italian internet providers to block access to certain unauthorized financial-service websites was introduced later, through the 2019 Growth Decree—Law No. 58 of 28 June 2019, Article 36(2-terdecies).

PBN Invest and PBN Capital are not the same reference
Several online references combine the two names, but the regulatory records identify different domains and dates:

The FCA warning and the 2019 CONSOB announcement may be relevant when researching related names, but neither replaces the original 2018 CONSOB action against PBN Invest.
What the CONSOB action does—and does not—establish
The regulator’s finding is significant: a company offering investment services to Italian customers generally needs the relevant authorization. But the wording of the decision should not be expanded beyond what it says.

- guarantee compensation or repayment to customers;
- state that it had assessed the merits of every product, trade, or transaction offered through the website.
The accurate summary is narrower: CONSOB determined that Capital Tech Ltd was offering and providing investment services to the Italian public through pbninvest.com without the required authorization and ordered it to stop.
What former or prospective customers should do
A regulator’s order does not automatically recover money held by a platform. If you deposited funds, cannot withdraw them, or are being pressured to send more, take practical steps rather than relying on promises from the platform or a supposed recovery agent.

- Stop sending additional money. Be especially cautious of demands for “tax,” “insurance,” “verification,” or “release” payments before a withdrawal.
- Save the evidence. Keep account statements, emails, chat logs, payment confirmations, wallet addresses, telephone numbers, and screenshots of the website and withdrawal requests.
- Contact the payment provider promptly. Ask your bank or card issuer whether a transfer recall, card dispute, or other fraud process is available. Recovery is not guaranteed, and speed matters.
- Secure your accounts. Change reused passwords, enable two-factor authentication, and revoke access if you shared remote-control software or account credentials.
- Report the matter to the relevant authorities. CONSOB provides routes for contacting the authority and filing complaints. A local police or cybercrime report may also be appropriate, particularly where money or identity documents were taken.
- Check any follow-up firm independently. People who have already lost money can be targeted by “recovery” scammers claiming to work for CONSOB, a court, or a bank. Do not pay a stranger who promises guaranteed recovery.
For future investments, verify the firm’s authorization before opening an account or transferring funds. Use the regulator’s official register or warning database, and type the regulator’s web address yourself rather than relying on a link sent by a salesperson.
Bottom line on PBN Invest
The official CONSOB action against PBN Invest dates from 26 September 2018. It concerned Capital Tech Ltd and pbninvest.com, and ordered the company to stop providing investment services to the Italian public without authorization.
It is more accurate to describe this as regulatory action for unauthorized investment activity than to claim that CONSOB issued a new warning, criminally convicted the company, or blocked pbninvest.com on that date. The later PBN Capital references involve pbncapital.com and should be kept separate.

The 2018 CONSOB action should not be described as a website-blocking order. CONSOB’s later blocking power was introduced in 2019, and the September 2019 announcement concerned pbncapital.com, a different domain.
Did CONSOB declare PBN Invest a scam?
The official wording established unauthorized provision of investment services. It did not state that PBN Invest had been criminally convicted or formally declare it a scam or fraud.
Can investors get their money back through CONSOB?
