Andhra Pradesh’s Adani-Linked Power Deal: What the Cancellation Review Means

Andhra Pradesh’s 2024 announcement was a review, not a cancellation. The state’s SECI contract structure, the bribery allegations and the CCI’s limited 2026 ruling do not establish whether the arrangements remain in force.

Andhra Pradesh’s 2024 announcement was a review of whether it could cancel power-supply arrangements linked to Adani Group—not a termination notice. The state’s immediate agreements were with public-sector Solar Energy Corporation of India (SECI), which sat between power developers and state utilities. As of 7 October 2026, the sources cited here do not verify whether Andhra Pradesh later terminated or continued those arrangements.

What Andhra Pradesh was considering

In November 2024, Finance Minister Payyavula Keshav said the state was reviewing its files and examining whether cancellation was possible. Officials also raised potential legal consequences and power-supply disruption as factors to weigh. In December, Chief Minister N. Chandrababu Naidu said the state would examine the records and warned that cancellation could carry high penalties. He said, “Unless there is clear proof, we cannot take action.”

Those statements described an assessment, not a decision to terminate. The cited reports do not establish the applicable cancellation clauses or a verified estimate of Andhra Pradesh’s financial exposure.

How the power arrangements were structured

The deal is often described as a power purchase agreement with Adani, but that wording obscures the contracting chain. SECI contracts with solar developers through power purchase agreements (PPAs), then enters power sale agreements (PSAs) with buying utilities, including state distribution companies. State electricity regulators approve the relevant PSAs. Andhra Pradesh’s immediate agreement was with SECI; developers including Adani Green Energy and Azure Power were connected to the supply chain.

The US Securities and Exchange Commission complaint, as reported by Scroll.in in November 2024, alleged bribery connected to arrangements for 7,000 MW of power capacity. That figure belongs to the alleged Andhra Pradesh arrangement and is not a finding that bribery occurred.

What was alleged, and what was disputed

The SEC alleged that Gautam Adani and Sagar Adani paid or promised bribes to Andhra Pradesh officials in connection with the power arrangements. The YSR Congress Party denied wrongdoing and disputed the suggestion of a direct agreement between state distribution companies and Adani Group. The cited sources do not establish guilt or report a final US-court finding.

What the CCI decided—and what it did not

On 16 April 2026, the Competition Commission of India (CCI) closed a competition-law matter under Section 26(2). It found that the informant had not presented cogent evidence sufficient to establish a prima facie competition-law violation warranting investigation.

The order addressed whether the competition-law complaint justified an investigation. It did not decide whether the separate US bribery allegations were true, determine damages, or announce whether Andhra Pradesh’s SECI arrangements had been terminated. It therefore cannot be treated as either an exoneration on those allegations or a state-contract cancellation decision.

Why the two reported tariff figures are different

The CCI order records a tariff of ₹2.92 per kWh from the 2019 e-reverse auction for an upstream manufacturing-linked solar tender. Separately, The Indian Express reported in 2024 that opposition figures questioned a reported ₹2.49-per-unit price for Andhra Pradesh’s 2021 procurement. These figures refer to different stages and should not be treated as competing quotations for one identical contract.

What remains unverified about cancellation

The cited material does not confirm a later termination or continuation of the state’s SECI arrangements. Nor does it provide the underlying contract terms or a reliable cancellation-cost calculation. A current state, regulator, or SECI record would be needed to establish the arrangements’ status and any resulting liability.

For a state deciding whether to cancel, the relevant questions include the termination authority and clauses, any penalties or replacement-power costs, continuity and reliability of supply, the evidence and procedural status of the allegations, and the difference between SECI’s agreements with developers and its PSAs with state utilities. Officials raised legal, financial, and supply concerns, but the cited sources do not quantify those trade-offs.
