That is an established bilateral preclearance arrangement—not evidence of a new U.S. airport customs response aimed at Canada. The practical effect is that eligible travelers generally arrive in the United States without another CBP or TSA inspection.
What happens at a Canadian airport with U.S. preclearance?
At a designated airport, travelers bound for the United States complete U.S. inspection before departure. CBP describes the result this way: pre-cleared travelers generally bypass CBP and TSA inspection when they arrive and continue to a connection or their destination. The inspection is still a U.S. entry process; it simply takes place before the flight.
CBP lists Canadian airports among its international preclearance locations. The agency’s location resources show different aggregate totals, so a single overall count is not a reliable way to describe the current network; check CBP’s live preclearance location information for a particular airport.
Why clear U.S. customs before leaving Canada?
Without preclearance, international travelers ordinarily clear U.S. customs and immigration at their first U.S. port of entry. A traveler who has already been inspected at a designated preclearance site generally does not repeat that CBP process on arrival. That can make arrival and onward connections simpler, though it does not eliminate the inspection itself.

CBP’s guidance on when travelers must clear U.S. Customs and Border Protection explains the first-port rule and the exception for travelers pre-cleared at designated locations.
Does preclearance make part of a Canadian airport U.S. territory?
No. Canada’s travel advice says Canadian law continues to apply in the preclearance area. The arrangement gives U.S. officers authority to conduct specified inspection functions there under the bilateral framework; it does not transfer sovereignty over the airport to the United States.

Canada also describes a limited right for a traveler to withdraw a request to enter the United States. That is not the same as a general right to leave the inspection area at any point or ignore applicable airport and Canadian law. Is there a new U.S. customs response to Canada?
The official material available for this topic establishes existing U.S. preclearance in Canada and a process for considering additional sites. It does not establish a new U.S. airport policy or reciprocal Canadian preclearance operation in the United States as a response to Canada. The headline’s suggestion of a new counter-move should therefore not be treated as confirmed policy.

Canada’s CBSA summary says the 2015 bilateral agreement permits Canadian officials in the United States to conduct preclearance for goods and individuals seeking entry to Canada, but reported no Canadian preclearance operations in the United States at the time covered by that summary. That status statement is time-bound, not proof of present-day conditions. The agreement and Canada’s Preclearance Act 2016 underpin the expanded framework, which took effect following ratification in August 2019. Expansion is possible, but an airport is not added merely because the agreement permits it. CBP says an airport may apply; the agency evaluates whether the site is suitable and coordinates with Canadian authorities. The process describes a route to consideration, not approval of any particular proposed location. CBP’s preclearance expansion information explains the process.
