It was the first union certified at an Amazon warehouse in Canada. The organizing victory was followed by first-contract bargaining, Amazon’s announcement that it would close its seven Quebec facilities, and unresolved legal proceedings over the closures and their relationship to unionization.
Where and when the union was certified
The union represents workers at Amazon’s DXT4 facility in Laval, outside Montreal. Quebec’s Administrative Labour Tribunal certified it on May 10, 2024, after finding that a majority of the employees had chosen to join, according to the Canadian National Contact Point (NCP) and the CSN. The CSN announced the certification publicly on May 13 and described it as the first Amazon warehouse union in Canada. It was not the first Amazon union in North America.
The CSN filed its certification application on April 19, 2024. The union’s May 13 announcement said the application covered 200 employees; a later CSN release gave a different figure of 230 for the April application. The February 2025 release also referred to 287 unionized employees in describing the arbitration process. These are figures published by the union in different contexts, not a single consistent headcount. CSN certification announcement; CSN release on arbitration.
Why workers organized
The CSN said workers raised concerns about work pace, health and safety, and pay. Those are the union’s account of the concerns workers expressed, not findings by the tribunal about Amazon’s workplace practices. Workers at the facility organized with the CSN, a Quebec labor federation, and the tribunal’s certification made the union their recognized bargaining representative.

What happened after certification
First-contract bargaining
Negotiations for a first collective agreement began in July 2024, according to the CSN. In February 2025, the union said the Ministry of Labour had referred the negotiations to arbitration after a conciliator reported that the parties were deadlocked. Arbitration is a process for resolving the first-agreement dispute; the CSN’s statement that there would be a collective agreement was a prediction about that process, not confirmation that an agreement had already been issued. Amazon’s Quebec closure announcement
On January 22, 2025, Amazon announced that it would close its seven Quebec facilities and outsource operations. The timing prompted the union to allege the closures were connected to organizing. Amazon said the decision reflected business considerations and a lower-cost way to deliver service. The two accounts remain disputed; the sequence of events alone does not establish the reason for the closures.

What is and is not settled
In a final statement issued in June 2026, Canada’s NCP said it was not deciding whether Amazon’s conduct complied with the OECD Guidelines and did not validate or reject either side’s account of the closures. It noted that key factual and legal issues, including the motivation for the closures and requested remedies, remained under active examination before Quebec authorities. The NCP’s statement therefore is not a finding that the closures were retaliation, nor a finding that Amazon violated the Guidelines. Canadian NCP final statement, June 2026.
The certification, arbitration, Quebec proceedings, and NCP review are distinct processes: certification recognized the union, arbitration concerns a first agreement, and the NCP review offered recommendations without determining the parties’ disputed allegations. The latest government account in the sources cited here leaves the underlying dispute unresolved.
