That was an advocacy position, not evidence that the bills became law. The sources available here do not establish whether a shutdown is underway now or the bills’ later status.
What airlines asked Congress to do
A4A called for Congress to pass FAA funding legislation and two named proposals: the Aviation Funding Solvency Act (H.R. 6086) and the Aviation Funding Stability Act (S. 1045). The association said the aim was to ensure critical FAA employees, including controllers, receive pay during a shutdown. Its January 29 statement records what the industry advocated at that time; it does not establish that either proposal was enacted or what its eventual legal status became. A4A’s statement
The distinction matters to travelers and workers alike: a call for a pay-protection mechanism is not itself a change to federal payroll rules. The policy contrast is between relying on ordinary appropriations, which may lapse, and creating a mechanism intended to keep aviation workers paid during a funding lapse. The available sources do not establish the proposals’ final text or subsequent status.
What happened during the 2025 shutdown
FAA announced flight reductions at 40 airports
On November 6, 2025, the Department of Transportation and FAA announced a temporary 10% reduction in flights at 40 high-traffic airports. The FAA said controllers had been working without pay since the shutdown began and that staffing triggers were increasing. The planned reduction was later held at 6%
On November 12, the FAA said the plan would remain at 6% after staffing triggers declined. It said it would continue monitoring the system as the government reopened and controllers received back pay. FAA announcement, November 12, 2025
FAA said it was checking compliance
On December 1, 2025, the FAA said it was investigating whether some airlines complied with the emergency order at the 40 airports. The agency said its November 12 order allowed fines of up to $75,000 per flight above the limits. That announcement described an investigation, not a finding that every airline violated the order. What the pay and staffing figures represent
In a letter dated February 2, 2026, the National Air Traffic Controllers Association (NATCA) said controllers had gone 43 days without pay during the 2025 shutdown and reported a shortage of 3,800 fully certified controllers. A4A also argued in an October 2025 statement reproduced by the White House that missed paychecks increase stress for federal employees responsible for aviation safety and security. What this means for travelers and federal workers
The 2025 episode shows the potential chain of events described by the agencies: a funding lapse left controllers working without current pay, staffing triggers rose, and the FAA imposed temporary flight reductions as a safety measure. The later decision to hold the plan at 6% followed a decline in those triggers. This account does not establish that every shutdown will produce the same operational response, or that the specific bills A4A supported would prevent flight disruptions.
For travelers, the practical lesson is that staffing-related constraints can lead to flight limits at affected airports; the cited FAA actions do not provide a basis to predict which flights would be affected in a future shutdown. For controllers and other critical staff, A4A’s proposal addressed the timing of pay during a lapse, while the cited announcements document that back pay was provided as the government reopened in 2025.

Is there another shutdown now?
The headline refers to a partial shutdown reported as beginning January 31, 2026. The available sources establish that historical episode and the preceding 2025 disruption, but do not confirm whether a shutdown is in progress on October 7, 2026. They also do not verify the later status of H.R. 6086 or S. 1045. It would therefore be inaccurate to describe another shutdown or its impact on current flights as confirmed.
