Will China Still Buy U.S. Soybeans After the Supreme Court Tariff Ruling?

Reuters reported that analysts saw China as less likely to follow through on an additional U.S. soybean purchase after the Supreme Court’s IEEPA tariff ruling, citing reduced tariff pressure and cheaper Brazilian supply. The purchase remained uncertain.

Not necessarily. On February 20, 2026, Reuters reported that analysts saw China as less likely to follow through on an additional 8 million metric tons of U.S. soybean purchases President Donald Trump had touted. Their reasoning: the Supreme Court’s tariff ruling reduced pressure to buy from the United States, while Brazilian soybeans were cheaper. The report did not establish that China had agreed to or completed that additional purchase.

What the Supreme Court decided—and what it did not

In Learning Resources, Inc. v. Trump, consolidated with V.O.S. Selections, Inc. v. Trump, the Supreme Court considered whether the International Emergency Economic Powers Act (IEEPA) authorizes the president to impose tariffs. The Court’s February 20, 2026 opinion said IEEPA does not authorize the tariffs challenged in the cases. It vacated and remanded the judgment in Learning Resources for dismissal for lack of jurisdiction, and affirmed the judgment in V.O.S. Selections. Read the Court’s opinion.

The ruling addressed tariffs imposed under IEEPA; it did not bar tariffs under every possible law or decide whether China would buy U.S. soybeans. Reuters said the decision left open questions about whether and how the administration might pursue tariffs through other legal strategies. Reuters’ February 20 report described the soybean purchase as uncertain.

What the purchase figures mean

The reported amounts refer to different things and dates. A purchase, a proposed additional purchase, and a stated commitment are not interchangeable—and none of these figures by itself establishes how much soy was ultimately shipped.

The June testimony came later than Reuters’ report and described commitments, not an audit of fulfilled shipments. The figures should not be added together or read as a confirmed export total.

Why analysts saw Brazilian soy as more attractive

China’s buying decision depends in part on the relative cost of available supplies and the policy conditions around them. Reuters cited cheaper Brazilian beans and reduced tariff pressure as reasons Chinese buyers might favor South American supplies. The article did not provide a complete delivered-cost comparison between U.S. and Brazilian soybeans.

Reuters quoted Darin Fessler, senior hedge advisor at Lakefront Futures: “The U.S. is still more expensive than Brazil. Without China being forced, why would they want to buy U.S. beans?” That is an analyst’s explanation of the commercial incentive, not confirmation of China’s final purchasing decision.

Reuters also reported that Brazil was expecting a large harvest. It said actively traded soybean futures had risen 8.49% since February 4 before edging down on the morning of February 20, 2026. That was a short-period market movement reported on that date, not a measure of later prices or proof of what China paid.

What the American Soybean Association said about tariffs

In prepared testimony on USMCA dated June 10, 2026, the American Soybean Association described a 10% tariff as still applying to imported U.S. goods, including soybeans. The association said this left U.S. soybeans uncompetitive against South American origin. This is the association’s account and assessment; it is not a complete statement of tariff policy or an independent landed-cost analysis. Read the association’s testimony.

That later industry testimony underscores why the February Court ruling alone cannot settle the trade outlook: the ruling addressed IEEPA authority, while tariff treatment and any future policy actions may depend on other legal routes. Reuters quoted Dan Basse, president of AgResource Company, asking: “The tariff hammer has been taken away from the president, but what tool is he going to be bringing out in the future to keep tariffs in place?”

What is still unknown about China’s buying

The available reporting does not establish whether China ultimately bought the additional 8 million metric tons Trump had touted. It also does not provide a full actual export or shipment tally through October 7, 2026, or document the complete implementation of any successor tariff measures. The February report’s analyst view was a forecast about incentives, not a confirmed outcome.
