What Amazon’s five-day RTO policy required
On September 16, 2024, CEO Andy Jassy announced that most corporate employees would be expected to work in the office five days a week starting January 2, 2025. The memo allowed for extenuating circumstances and existing approved remote-work exceptions. It did not establish that warehouse, delivery or every other Amazon role was covered in the same way. This was a change from the three-day office requirement Amazon had announced for corporate employees in February 2023. That requirement itself had followed a more flexible period: in 2021, Amazon said teams would determine practical arrangements within a mix of office and home work. Why are Amazon employees unhappy about RTO?
Employees who opposed the office requirements objected to losing flexibility and questioned whether a broad mandate was necessary. In opposition to the 2023 three-day rule, a petition asked Amazon leadership to reconsider. The Washington Post reported concerns raised by workers about trust and the policy’s potentially unequal effects on workers of color, visa holders, parents and workers with disabilities. Those are concerns attributed to petitioners and workers, not findings from a representative survey.

The five-day policy intensified the dispute. In October 2024, Reuters reported that more than 500 Amazon employees sent a letter to AWS leadership calling for the mandate to be reversed and disputing a claim that employees broadly supported it. Reuters via Investing.com
What reason did Amazon give for bringing workers back?
Jassy presented the policy as a way to improve collaboration, invention and connection to Amazon’s culture. In his September 16, 2024 memo, he wrote: “To address the second issue of being better set up to invent, collaborate, and be connected enough to each other and our culture to deliver the absolute best for customers and the business, we’ve decided that we’re going to return to being in the office the way we were before the onset of COVID.” He also pointed to Amazon’s scale and growth as reasons he believed the company’s culture needed strengthening. Did Amazon employees protest the RTO policy?
Yes. Opposition took the form of a petition against the earlier three-day requirement and, after the five-day expectation was announced, a letter to AWS leadership reported as signed by more than 500 employees. These actions show organized dissent, but they do not establish what all Amazon employees thought.
Survey figures add evidence of dissatisfaction among some corporate employees, with important limits. A December 2024 Strategic Organizing Center (SOC) report described an online survey of Amazon tech, sales and other corporate employees. 48% of respondents said they had already applied to outside jobs; 68% said they were somewhat or very likely to leave within a year — Strategic Organizing Center, 2024. The SOC is an organization involved in worker advocacy, and the survey responses are not a representative measure of all Amazon employees. When did the five-day mandate start, and was it implemented everywhere on time?
The announced start date was January 2, 2025, but reporting indicates implementation was not identical at every location on that day. CNA reported in December 2024 that some employees’ transitions were delayed because office space was unavailable. In Seattle, Axios reported that approximately 50,000 Amazon employees returned to offices five days a week on January 2. That is a local reported figure, not a global headcount. CNA · Axios
Are Amazon workers quitting over the return-to-office mandate?
The available figures cited here do not establish how many employees actually quit because of the policy. The SOC survey measured reported job applications and the likelihood respondents said they might leave within a year; it did not measure realized departures or prove that the RTO policy caused them. Axios’s Seattle reporting also captured both continued dissatisfaction and some employees’ positive reaction to being back in person, underscoring that views were mixed.

What is known about Amazon’s current exceptions and enforcement?
Jassy’s September 2024 announcement named extenuating circumstances and existing approved remote-work exceptions. The cited sources do not establish Amazon’s detailed enforcement rules or exception practices as of October 2026, so the original memo should not be treated as proof of current arrangements.
