Italy’s financial regulator, CONSOB, announced on December 18, 2025 that it had ordered access to five websites or website groups to be blocked from Italy. The action covered four operations that appeared to offer investment services without the required authorization, plus a separate website used to advertise one of them.
The distinction matters: CONSOB did not announce the worldwide shutdown of five investment firms. Italian internet-service providers were instructed to restrict access from Italy, and the regulator warned that technical implementation could take several days.

CONSOB’s “five websites” wording refers to four named unauthorized service operations and the separate advertising site. Several operations included more than one related domain.
What CONSOB said about GlobalMarketsIC
The regulator’s underlying order concerning GlobalMarketsIC said that glblmrktsic.com offered trading in contracts linked to commodities, shares, indices, futures and cryptocurrencies. Visitors were required to register, open an account and provide funds.

CONSOB said the platform and related pages could not be attributed to an entity authorized to provide investment services to the Italian public. The linked site, il-petrolio-italiano.it, directed visitors toward GlobalMarketsIC.
CONSOB separately prohibited the advertising campaign conducted through that domain. According to the regulator, the Italian-language site was anonymously registered and used references to Italian energy and petroleum companies, as well as prominent Italian institutional figures, to promote the trading platform. The announcement specifically referred to the unauthorized use of the image of President Sergio Mattarella.
What “blocking” means here
The measure is an access restriction from Italy carried out by internet providers. It is not the same as a worldwide domain seizure, the dissolution of a company or the deletion of every copy of a website from the internet.
Because providers must implement the restrictions, a site may remain reachable for a period after CONSOB’s announcement. The regulator said the blocks could take several days to become effective for technical reasons. A site being accessible during that window does not mean it has been approved or cleared by CONSOB.

Legal powers used by CONSOB
Two different legal mechanisms were involved:
- Website access blocking: Article 36(2-terdecies) of Law No. 58 of June 28, 2019—the Growth Decree—allows CONSOB to order internet-connectivity providers to block access from Italy to websites offering financial services without the required authorization.
- Advertising prohibition: Article 7-octies(1-bis) of the Consolidated Law on Finance, or TUF, permits CONSOB to prohibit internet and other advertising campaigns that directly or indirectly concern investment services offered by parties unauthorized under Article 18 of the TUF.
The resolutions behind the announcement
The four unauthorized-service interventions were adopted on December 17, 2025:
- Resolution No. 23812 — Freetradeeuropa.com
- Resolution No. 23810 — Safecap
- Resolution No. 23811 — Bosonalfa-ai
- Resolution No. 23809 — GlobalMarketsIC
The advertising prohibition for il-petrolio-italiano.it was Resolution No. 23808, also dated December 17, 2025. That decision stated that it could be challenged before the Regional Administrative Court of Lazio within 60 days.
What investors should do if they used one of these sites
If you registered, deposited money or sent identity documents to one of the named operations, treat the account as potentially compromised. Do not pay a supposed “withdrawal fee,” “tax,” “verification charge” or “recovery deposit” to release your funds. Fraudulent platforms often follow an initial loss with a second request for money.
- Stop sending funds. Do not respond to pressure from an account manager or caller claiming that a deadline will cause your balance to disappear.
- Contact your bank or card issuer immediately. Ask whether a transfer can be recalled, a card payment disputed or the beneficiary account flagged. The available options depend on the payment method and how quickly you report it.
- Secure your accounts. Change any password reused on the trading site, enable two-factor authentication and monitor bank, card and email activity.
- Preserve evidence. Save emails, chat logs, phone numbers, payment confirmations, wallet addresses, screenshots and the exact domain names involved.
- Report the matter. Contact the relevant Italian authorities and CONSOB through official channels. Use contact details obtained directly from consob.it, not from a message supplied by the platform.
- Be wary of recovery scams. Someone who already knows you lost money may claim to be a lawyer, regulator or blockchain investigator. Verify the person independently before sharing documents or paying anything.
CONSOB’s cumulative blocking figure
In its December 18 release, CONSOB said the number of websites blocked since July 2019 had reached 1,522. That was the cumulative figure reported on that date, not a permanent current total. Later CONSOB actions may have changed the number.

Why the date and wording matter
The original CONSOB announcement was dated December 18, 2025. Other publications may show December 31, 2025, January 2 or another date because they reposted or processed the alert later. Those dates do not replace the date of CONSOB’s release.
Similarly, describing the action as CONSOB “blocking five investment firms” would be inaccurate. The regulator identified four unauthorized investment-service operations and one advertising website connected to GlobalMarketsIC.

Did CONSOB shut down five companies worldwide?
No. The announced measure restricted access from Italy through internet-service providers. It was not described as a worldwide shutdown, company dissolution or global domain seizure.
Did all five targets offer investment services?

Can I trust a blocked site if it still opens?
No. CONSOB said implementation could take several days, so temporary accessibility is not evidence of authorization or safety.
What should I do if I deposited money with one of the platforms?
Stop communicating payments, contact your bank or card provider quickly, change reused passwords, preserve all evidence and report the matter through official CONSOB and law-enforcement channels. Do not pay a new fee to release or recover funds.
Is 1,522 still the current number of websites blocked by CONSOB?
No conclusion about the current total should be drawn from that figure. It was the cumulative number CONSOB reported on December 18, 2025, covering blocks since July 2019, and later releases may have superseded it.
