The cited story provides no independent confirmation or technical estimate, and the official and geological sources reviewed here do not corroborate the discovery, valuation, or secrecy claim.
What does the report claim?
An article published by Indian Defence Review on 18 April 2025 (modified 21 April) says a farmer named Marc Dubois struck a hard underground surface with his tractor near Saint-Agnès. It describes mineral fragments as rare-earth elements, puts the find’s potential value in the billions of euros, and says the French government is withholding the exact location.
Those details should be treated as claims made by that article, not established facts. The reviewed sources provide no independent corroboration of the farmer’s story, no assay results identifying the elements, no technical resource estimate, and no evidence that the government classified or concealed a site location.
What do official sources establish?
On 13 February 2025, France’s geological survey BRGM announced a national mineral-resource inventory. BRGM describes it as a programme to improve knowledge of the country’s subsoil and identify areas that could merit more detailed exploration later. It is not an announcement of a confirmed Saint-Agnès discovery.

The planned inventory is described as a five-year, €53 million effort covering five geographic areas and around fifty elements. Those figures refer to the national programme, not to the alleged deposit or its value. BRGM’s announcement says that prospective areas may subsequently be explored in greater detail by mining companies under exclusive exploration permits. See BRGM’s 13 February 2025 announcement.
What is known about French rare-earth geology?
The EURARE project’s overview of France says that the country has relatively few known rare-earth occurrences and describes monazite deposits in Central Brittany. It does not mention Saint-Agnès. That absence is not proof that a later discovery could not exist; it does mean the overview does not corroborate the specific claim.

For context, EURARE reports a Le Grand-Fougeray placer containing 1,900 tonnes of monazite in alluvium, at a reported grade of 2 to 2.6 kg of monazite per tonne using a cutoff of 1 kg/t. The project also reports 0.2 to 1 percent Eu2O3 and 13 to 14 percent Nd2O3 in the monazite. These figures concern Le Grand-Fougeray, not Saint-Agnès, and are not a valuation of the alleged site. Why “deposit” and “billions of euros” need evidence
A mineral find is not automatically an economically valuable mine. EURARE distinguishes among an occurrence, a deposit, and a resource: an occurrence is localised mineralisation not considered economically interesting on the evidence then available; a deposit is mineralisation where further exploration may identify an economic resource; and a resource requires a formal estimate compliant with a recognised standard.

The Saint-Agnès story supplies no classification or formal estimate. To substantiate a multibillion-euro figure, readers would need evidence such as identified minerals and assay results, the extent and grade of mineralisation, a recognised resource estimate, and a stated valuation method. The article does not provide that information. EURARE’s terminology appears in its European rare-earth map definitions.

The reviewed material does not establish that the French government is hiding the location of a Saint-Agnès deposit. BRGM’s announcement names the areas covered by the national inventory, but it does not connect that programme to the alleged site. It would be unjustified to infer that Saint-Agnès is among the inventory’s five areas or that its location has been classified.

The key distinction is between a planned national survey to find areas that warrant further study and a verified discovery with a documented location, laboratory results, and resource estimate. The sources reviewed support the former, not the latter.
