For greater precision, use “commercial fishing” for seafood harvested to sell, “recreational fishing” for sport or pleasure, and “subsistence fishing” for personal or community use. If you mean farmed seafood as well as wild catch, say “fisheries and aquaculture” or “seafood industry.”
What does “fishery” mean?
“Fishery” has several meanings, so it does not always mean an industry or a business. NOAA Fisheries notes that the word is used in many ways: it can refer to catching fish as an occupation or industry, a fishing season, an area where fishing takes place, or the business of catching fish. The intended meaning depends on context. NOAA Fisheries’ overview of U.S. fisheries management explains these uses.
“Fisheries sector” is a useful broad label for the field, while “fishing industry” is familiar general wording. In a report, policy discussion, or business context, define what activities you include rather than assuming the terms have one universal boundary.
Which term fits the type of fishing?

The FAO terminology entry defines commercial fishing as “the harvesting of seafood products, either in whole or in part, for sale, barter or trade.” Its related entry for commercial fisheries centers on revenue from the sale of retained catch. FAO’s FAOTERM entry includes the definitions and their source context. NOAA’s commercial, recreational, and subsistence categories describe U.S. usage; legal or cultural categories can differ elsewhere.

Is aquaculture part of the fishing industry?
Aquaculture is the breeding, rearing, and harvesting of aquatic organisms in water environments—often described as fish or shellfish farming. It produces seafood, but it is distinct from harvesting wild fish. NOAA Fisheries provides an aquaculture definition in its sustainable seafood glossary, and NOAA Ocean Service also explains what aquaculture is.
If you mean only wild capture, use “fishing” or “capture fisheries” where appropriate. If you include farmed production, make that scope clear with wording such as “fisheries and aquaculture” or “seafood industry.” Those broader phrases help avoid treating fish farming and wild harvest as the same production method.

Does the industry include processing and seafood sales?
That depends on the geography and the definition being used. A narrow use of “fishing industry” may refer mainly to harvesting; a broader economic account may also include processing and sales. NOAA’s U.S. fisheries economics glossary uses a sector framing that includes seafood sales and processing. This is a U.S.-specific economic usage, not a universal boundary.
For clear writing, specify both the place and the activities covered—for example, “U.S. commercial fishing and seafood processing” rather than an undefined “fishing industry.”
