Alibaba’s clearest move to challenge Shein and Temu in overseas fashion was a 2024 global free-shipping plan for eligible Taobao and Tmall merchants. It signals an effort to compete, not proof that Alibaba has overtaken either rival. The broader strategy now also includes quick commerce and AI-assisted shopping, while the company’s reported results show uneven performance across its e-commerce businesses.
What was Alibaba’s overseas fashion plan?
In July 2024, Alibaba offered eligible Taobao and Tmall merchants in pan-fashion categories a global free-shipping plan to sell directly to consumers in markets outside mainland China, according to the South China Morning Post. The covered categories included men’s and women’s clothing, sports and outdoor apparel, shoes, bags, and accessories.

The Post reported that Alibaba framed the plan as a way to intensify competition with Shein and Temu. Alibaba owns the Post, and the company’s claims about its merchants’ advantages should be treated as its own view, not an independent comparison. Alibaba said Taobao apparel merchants had “leading e-commerce operations experience” and the backing of China’s supply-chain capacity.
The initiative’s practical premise was to use Alibaba’s merchant base and sourcing network to reach overseas shoppers without requiring each merchant to build a separate international sales operation. The cited account describes the offer and its intended competitive role; it does not establish how many merchants participated, which markets or orders it ultimately covered, or whether it improved sales.

How do Taobao and Tmall fit into the strategy?
Alibaba describes the two platforms as serving different shopping roles. In its fiscal 2026 annual report, Taobao is characterized as a broad portal through which consumers access marketplaces, channels, services, features, and content. Tmall is aimed at consumers looking for branded goods and a premium shopping experience, according to the same annual report.
That distinction matters to the overseas effort: Taobao offers a wide marketplace of merchants, while Tmall’s stated positioning emphasizes brands. The 2024 shipping plan covered eligible merchants on both platforms, but the available account does not say that the platforms had identical eligibility rules, product ranges, or fulfillment arrangements.

What has changed in Alibaba’s wider commerce strategy?
Alibaba’s organization and reporting structure have evolved, so the labels need to be tied to their reporting dates. Its fiscal 2026 annual report described Taobao and Tmall, Taobao Instant Commerce, and Fliggy as combined in the Alibaba China E-commerce Group. In its June 2026 quarter results, Alibaba described a broader Alibaba E-commerce Group that brought together domestic and cross-border e-commerce businesses and Freshippo, reporting China E-commerce, China Quick Commerce, International E-commerce, and Global Wholesale separately.
Quick commerce and delivery
Alibaba’s fiscal 2026 annual report describes Taobao Instant Commerce as an on-demand delivery service available through Taobao, Taobao Instant Commerce, and Alipay. Its listed categories span meals, groceries, pharmaceuticals, consumer goods, electronics, flowers, and apparel.

In a strategy letter, Chairman Joe Tsai and CEO Eddie Wu called quick commerce a core strategic pillar in the transformation of Taobao and Tmall. They argued that consumer behavior was rapidly shifting toward 30-minute delivery. That is the leaders’ stated assessment, rather than an independently established description of consumer behavior across markets.
AI-assisted shopping
Alibaba’s June 2026 quarter results described Qwen Shopping Assistant as an AI agent launched in the Taobao app in May 2026. The company said it supports shoppers from idea inspiration through after-sales service. This is Alibaba’s description of the feature; the results announcement does not provide a comparable measure of its effect on sales or customer retention.

What do Alibaba’s latest reported figures show?
For the quarter ended June 30, 2026, Alibaba reported the following revenues and year-over-year changes in its June-quarter results. These are segment revenues, not market-share figures, and they cannot by themselves show whether Alibaba is gaining ground against Shein or Temu.

The figures show varied results across Alibaba’s reported categories: quick commerce grew, while China E-commerce and International E-commerce declined year over year. They do not isolate fashion, Taobao or Tmall’s overseas merchant plan, or comparable sales to those of Shein and Temu. The categories also reflect Alibaba’s reporting structure for that quarter, rather than a permanent definition of its business segments.

What could make the overseas push harder?
Cross-border commerce depends on more than product sourcing: shipping costs, delivery reliability, demand, and trade rules can all affect the economics of low-priced goods. Reuters reported in June 2026 that higher freight costs, weaker overseas demand, and trade-policy changes were pressuring Chinese low-cost e-commerce exports and platforms including Temu, Shein, and AliExpress. Trade and Transport Group’s analysis of Chinese customs data put those exports at US$9.81 billion in April 2026, down 10.9% year over year. That is a sector-level export measure, not sales or market share for any one company.
To judge which platform is gaining ground, comparisons would need to align on geography, period, product category, sales channel, and the definition of revenue or gross merchandise volume. Fulfillment model, customer acquisition and retention, and profitability also matter. The figures cited here do not provide that matched comparison.
Has Alibaba overtaken Shein or Temu?
The available evidence does not establish that Alibaba has overtaken either company. The 2024 shipping plan documents an intention to compete for overseas fashion customers; Alibaba’s later segment revenues measure parts of its own business, not relative market position. “Looks to overtake” is therefore best understood as a description of Alibaba’s ambition, not a verified outcome.
