No current ADM announcement or permit filing in the records reviewed establishes a new Cedar Rapids ethanol plant. Iowa’s February 2026 permit notices concern two existing ADM-related facilities and their permits. The Cedar Rapids expansion plan often associated with this topic dates to ADM’s 2006 annual report, not a newly announced project.
What is happening at the Cedar Rapids sites?
Iowa’s February 2026 air-permit notice identifies two separate facilities. They should not be treated as one plant: they have different operators, addresses, processes and permit actions.

Iowa DNR’s February 12, 2026 permit notice lists dry-mill fermenters, a CO2 scrubber, a regenerative thermal oxidizer, process quality-control and reclaim tanks, and two alcohol storage tanks for the Vantage matter. The notice says the proposed change would not increase VOC or hazardous air pollutant emissions; that is the agency’s description of the application, not a report of an independent emissions test. The notice’s comment period ended March 12, 2026. Check the DNR permit portal for any later decision before treating the application as approved or describing its current status.
What was ADM’s historical Cedar Rapids expansion plan?
ADM’s 2006 annual report described plans for two ethanol expansions, each with a planned capacity of 275 million gallons per year: one in Cedar Rapids and one in Columbus, Nebraska. The report set a target of completion by the end of 2008 and said ADM then had 1.1 billion gallons of ethanol capacity. These are statements about the company’s plans and capacity as reported in 2006, not evidence of a new 2026 project. Read ADM’s 2006 annual report.

How should the emissions figures be read?
The Iowa DNR public notice and draft Title V permit package lists ADM Corn Processing’s annual potential-to-emit figures: PM2.5, 849.0 tons; PM10, 854.2 tons; particulate matter, 871.0 tons; sulfur dioxide, 7,218.5 tons; nitrogen oxides, 2,205.4 tons; volatile organic compounds, 1,210.5 tons; carbon monoxide, 3,784.8 tons; lead, 2.4 tons; and hazardous air pollutants, 343.4 tons. These are potential emissions stated in a permit notice, not measurements of actual annual releases, and they are for ADM Corn Processing—not the Vantage modification. The notice copy reviewed does not state a publication year for these figures. Consult the Iowa DNR permit notice.
What does the permit record establish?
Iowa DNR says Title V permits are reviewed and reissued every five years under a federal requirement intended to ensure adequate monitoring is included. For ADM Corn Processing, the 2025 final permit document identifies permit 08-TV-004R2 and an expiration date of May 20, 2031. DNR says the printed permit is authoritative; its Draft & Final Permits index cautions that rendered copies are not authoritative. A renewal or minor modification is a permitting action involving an existing facility, not by itself evidence of a new plant construction plan.

What a new-plant claim would need to show
The available record supports a clear distinction: ADM historically reported a Cedar Rapids expansion plan in 2006, while the 2026 notices describe permit matters at existing sites. The records reviewed do not establish whether ADM has any private or unpublished plans. A claim that the company is now planning a new plant would need support from a current company announcement, a new permit application, or another project filing. Iowa Corn’s current Iowa ethanol plant directory also lists ADM in Cedar Rapids among wet-mill ethanol plants, consistent with the existing-facility description.
