The headline appears to conflate different fiscal years, bill types, and funding stages: the Senate’s FY2026 defense appropriations measure reported a $897 million increase for F/A-XX, while the separate FY2027 defense authorization does not establish a program-specific cut. On October 7, 2026, Axios reported that Boeing had secured the aircraft’s full-scale development contract.
Is the Senate cutting F/A-XX funding by 90%?
The 90% figure is not substantiated by the cited Senate or Congressional Budget Office material. To verify a percentage cut, the comparison needs to identify the fiscal year, the bill, the funding stage, the amount being compared, and the baseline. The available sources do not provide a like-for-like F/A-XX comparison that yields a 90% reduction.
In particular, an authorization total, an appropriations amount, a presidential request, and a committee-reported increase are different figures. Treating them as interchangeable can create a dramatic-looking percentage without establishing that Congress cut the program by that amount.
What the FY2026 appropriations bill says
The Senate Committee on Appropriations said its FY2026 defense appropriations measure passed the Senate 71–29 and included a $897 million increase for the Navy’s sixth-generation fighter. The release describes an increase, not the program’s full appropriation, and does not by itself establish a comparison with the presidential request. Separately, during the Department of Defense’s FY2026 budget briefing, a senior official said the request maintained $74 million for aircraft design work. That is a presidential budget request figure, not the Senate’s appropriated funding. The transcript uses “FACs” in the spoken answer; the program context is F/A-XX. See the DoD briefing transcript.
Why the FY2027 NDAA is a separate question
The FY2027 National Defense Authorization Act (NDAA), S. 4784, is a separate bill and a different fiscal year from the FY2026 appropriations measure. The Senate Armed Services Committee voted 18–9 on June 11, 2026, to advance its FY2027 NDAA to the Senate floor; the committee announced the bill’s filing on June 16. Those actions establish the bill’s identity and status, not an F/A-XX-specific cut. The committee releases are available on its markup and filing.

The Congressional Budget Office estimated that amounts authorized for defense programs in 2027 would be $252.9 billion, or 28%, above the $891.4 billion in discretionary funding appropriated in 2026. This is an aggregate comparison across defense programs, and it compares authorization with appropriations. It does not describe an F/A-XX funding change. Read the CBO estimate for S. 4784.
The bill text is available from the Government Publishing Office. The cited CBO overview does not isolate F/A-XX funding in S. 4784, so it cannot validate a program-specific 90% cut.

What the latest contract report says about the program
Axios reported on October 7, 2026, that Boeing secured the Navy’s F/A-XX full-scale development contract, valued in the report at more than $20 billion. That reported contract value is not an annual budget figure or evidence of the amount appropriated in either bill. Axios said Boeing had not disclosed the number of aircraft, delivery timing, possible test variants, partner companies, or detailed range and payload specifications. The report describes F/A-XX as intended to augment and replace F/A-18E/F Super Hornets and EA-18G Growlers beginning in the 2030s, operating alongside the carrier-based F-35C and Collaborative Combat Aircraft. Before accepting a percentage cut, check that both figures refer to the same program and compare the same kind of funding. A reliable comparison should specify:

- Fiscal year: FY2026 and FY2027 figures are not interchangeable.
- Bill type: An NDAA authorizes programs; an appropriations bill provides budget authority.
- Budget stage: A presidential request, committee mark, Senate passage, and enacted law are distinct stages.
- Amount type: An increase is not the same as a total appropriation.
- Baseline: A percentage needs a clearly identified starting figure, such as a prior-year appropriation or a request.
Without those details, the “90%” claim should be treated as unverified rather than as a confirmed cut to F/A-XX.
