Yes—Temu moved U.S. shoppers away from products shipped directly from China in May 2025. The app and website emphasized items stocked in U.S. warehouses, and China-shipped goods appeared out of stock. Temu said U.S. orders would be handled by locally based sellers and fulfilled domestically. That was a major change in how the platform served U.S. customers, not proof that China-origin Temu shipments can never return. What is available, what it costs, and how long it takes can vary by listing, seller, warehouse, and customs rules.
What changed on Temu?
On May 3, 2025, TechCrunch reported that Temu had stopped shipping goods directly from China to U.S. customers. U.S. shoppers saw listings stocked in U.S. warehouses, while products shipping from China were listed as out of stock. Axios reported the same week that Temu had changed its app and website to display U.S.-warehouse products and was recruiting U.S. sellers.
Temu described the change as a transition to local fulfillment. Its spokesperson said U.S. pricing remained unchanged during the transition and that U.S. sales were being handled by locally based sellers, with orders fulfilled within the country. That was Temu’s statement about its pricing and operating model; it does not mean every item’s final cost stayed the same as import charges and other listing-level costs changed.
The reports establish a major shift in U.S. fulfillment in May 2025. They do not establish that every direct-from-China listing is permanently unavailable, so check the current listing and checkout details rather than assuming the same rule applies to every product.

Why did Temu shift U.S. orders toward domestic inventory?
The change coincided with the end of the U.S. de minimis treatment that had allowed qualifying packages valued at $800 or less to enter without ordinary duty collection. The White House’s July 30, 2025 executive order suspended duty-free de minimis treatment globally, citing customs enforcement, revenue, safety, and national-emergency rationales. Axios described Temu’s shift as a response to the end of the exemption.
In 2026, U.S. Customs and Border Protection (CBP) recorded that Executive Order 14388, signed February 20, 2026, continued the suspension and directed collection of applicable duties, taxes, fees, exactions, and charges. The 2026 rule indefinitely suspends the exemption for merchandise valued at $800 or less arriving by any mode other than the international postal network; CBP also announced a concurrent postal rulemaking. This is a customs framework for imports, not a rule that by itself proves Temu can never offer a China-origin shipment again.

What does the change mean for a Temu order?
A product’s displayed price is not always the best figure for comparing options. Look at the total shown at checkout, including any import charge, and consider the seller, fulfillment location, availability, and potential customs handling.

For a practical comparison, compare the checkout total rather than just the item price. Then confirm the seller and fulfillment location, and review the listing’s delivery estimate and return terms. Those details can differ from one item to another.

How large was the low-value import shift?
The change affected a substantial flow of packages. CBP figures reported by the Associated Press showed that more than 70% of the 216 million packages entering the United States in January and February 2025 originated from China. That figure describes packages entering the country during those two months; it is not a measure of Temu orders alone.
As more low-cost imports faced duties and fees, direct China fulfillment became more exposed to customs costs and handling. Temu’s stated move toward U.S. sellers and inventory offered one way to fulfill U.S. orders without the same direct import charge on each order, while shifting more reliance onto domestic inventory and seller availability.
