Do Return-to-Office Mandates Drive Experienced Workers to Leave?

Strict return-to-office mandates may put experienced employees at risk of leaving particular firms. The evidence does not show a nationwide U.S. brain drain.

Strict return-to-office (RTO) mandates have been linked to experienced employees leaving several prominent technology firms, but the evidence does not establish a nationwide U.S. brain drain. One study found a tenure pattern at Microsoft, SpaceX and Apple; a separate employer survey found that most firms reporting a mandate saw no employment impact. The clearest conclusion is that RTO can create retention risks for some employers, especially when experienced workers have alternatives—not that it is causing a broad national loss of talent.

What “brain drain” means in the RTO debate

“Brain drain” can describe different outcomes: a company losing experienced employees, an industry or region losing talent, or a country suffering a net decline in human capital. Those claims require different evidence. The findings discussed here support a narrower concern—loss of experienced employees at particular firms—but do not show that the United States as a whole is losing talent because of office mandates.

The distinction matters because a departure is not necessarily a loss to the national workforce. If an employee leaves one company for a competitor, the first employer loses experience, while another gains it. A national brain drain would require evidence of a broader net loss, which the cited studies do not establish.

What the three-company study found

A University of Chicago Becker Friedman Institute brief by Austin Wright, David Van Dijcke and Florian Gunsilius examined RTO mandates at Microsoft, SpaceX and Apple. The authors estimated that employee tenure reductions grew with tenure duration: in the studied setting, longer-tenured and more senior employees were more likely to leave. The brief also reports that senior employees who left tended to join large direct competitors. Read the study’s results.

This is a meaningful warning for employers whose most experienced staff have valuable skills and outside options. It is not a national estimate: three large technology firms cannot represent every U.S. employer, industry or type of RTO policy. The brief says broader effects on labor markets remain questions for future research. The brief’s scope and limitations.

Why the employer evidence is mixed

A Federal Reserve Bank of Richmond survey offers a different view. In its March 2024 survey of 220 Fifth District business respondents, 20% said their company had articulated a mandatory RTO policy. Among the 45 firms that reported having a policy and answered a follow-up question, 82% said it had no employment impact; 4% reported a decrease, 4% an increase and 9% were unsure. That finding does not rule out individual departures or longer-term effects. The follow-up had a small effective sample, relied partly on respondents’ recollections of earlier expectations, and could not separate an RTO policy’s effects from other business changes. The survey covers Fifth District respondents, not a representative census of U.S. employers. The Richmond Fed authors describe the wider literature as mixed. Why a mandate can affect retention

Office requirements can change the practical terms of a job: where work happens, how much time and money a commute takes, and how much flexibility employees have to manage work and personal responsibilities. When employees value remote work and can find it elsewhere, a mandate may give them a reason to consider leaving. That mechanism is plausible, but it does not mean every worker will leave or that every departure is caused by RTO.

NORC’s survey of HR representatives identified common reasons employees resisted full-time office returns: reduced flexibility or work-life balance, becoming accustomed to working at home, perceived productivity or convenience, and commuting time or cost. Three-quarters of surveyed HR representatives said they had a problem keeping employees who wanted to stay remote. These are reported HR perspectives, not a count of verified RTO-caused departures. What worker and candidate figures can—and cannot—show

National data show that working from home remained common in 2024, but do not identify RTO as the cause of job changes. In its report using 2024 data, the Federal Reserve Board said 41% of workers had worked from home at least some of the time in the week before the survey: 18% worked entirely from home and 22% some of the time. The same report found that 9% of adults voluntarily left a job in 2024. That is a general job-mobility figure, not an estimate of workers who left because of office policies. See the Federal Reserve’s job-mobility findings.

Gartner reported that 36% of senior-level job seekers who had faced an RTO mandate said it influenced their decision to leave. The finding came from a January 2024 survey of nearly 3,000 candidates and reflects respondents’ stated experiences. It is a warning signal about how mandates can factor into job decisions, not a measured causal effect across all workers or employers. Read Gartner’s survey finding.

What workers and employers should take from the evidence

For workers weighing whether to leave

Survey responses cannot predict what will happen in a specific job. Before making a move, compare the actual policy—such as required days and location—with your commute, compensation, flexibility and alternatives. Treat a stated intention to leave as different from a completed job change, and consider whether a new role’s remote-work terms are clear and durable.

For employers setting office rules

The evidence suggests a practical retention question: are the employees most affected by a mandate also the people whose experience would be hardest to replace? The three-firm findings make tenure and destination worth watching, while the Richmond Fed results caution against assuming a policy automatically reduces headcount. Employers can distinguish policy effects from other turnover by tracking departures, tenure and destinations over time rather than relying on impressions alone.

Does RTO cause a U.S. brain drain?

The available evidence supports a qualified answer: strict mandates have been associated with the departure of experienced employees at several major technology firms, and some senior candidates say RTO influenced their decisions. Other surveyed employers mostly reported no employment impact. These findings point to real firm-level retention risks, but they do not prove that RTO policies are causing a nationwide brain drain.
