In February 2025, the Office of Personnel Management was challenged to process a retiree from start to finish digitally within a week; an employee said the process had been reduced to two days. That was a reported demonstration, not proof that retirees across the system were receiving benefits faster.
What was Gebbia’s first assignment?
Gebbia, an Airbnb co-founder who had left his operating role at the company in 2022, said he was volunteering to improve the user experience of government services. TechCrunch reported on February 27, 2025, that he described the work in a post on X as a new digital design challenge.
“Since leaving my operating role at Airbnb in 2022, I’ve been looking for the next digital design challenge. And I can think of few more important ones than volunteering to improve the user experience within our government.”
The assignment focused on the federal retirement process, which TechCrunch described as slow and paper-heavy. OPM acting director Chuck Ezell said the agency had been challenged to process a retiree end to end digitally, without printing anything, on a one-week deadline. TechCrunch’s February 27, 2025 report recounted the challenge and the demonstration.

Was the process really reduced to two days?
An employee in a video said the process had been reduced to two days, according to TechCrunch. The figure describes what the employee said about the demonstrated process; the report did not establish that it was an agency-wide average or a measured change across retiree cases.
The distinction matters for people planning around retirement income. A fast demonstration involving a retiree does not show how long other applications take, whether benefits are paid sooner, or whether the same result holds when many cases are handled.

Did the change scale or last?
TechCrunch explicitly said it remained unclear whether the process could scale, endure, or be repeated. The contemporaneous report did not provide follow-up outcome data on the number or types of cases completed, error rates, rework, or processing times over time. It also cited earlier concerns from lawmakers that some retirees had waited more than 90 days for benefits; that was background about prior delays, not a result of Gebbia’s assignment.
To establish a durable improvement, later evidence would need to show end-to-end completion times across a meaningful range of cases, how often applications required correction, and whether the process remained usable and accessible at scale. The February account alone does not answer those questions.

What was Gebbia’s design background?
Airbnb’s official biography describes Gebbia as a co-founder and an artist by background, with dual degrees in Graphic Design and Industrial Design from the Rhode Island School of Design. Those credentials help explain the design focus of the assignment, but they do not by themselves establish the retirement process’s results. Axios reported on August 23, 2025, that President Trump had created the Chief Design Officer role by executive order and described the National Design Studio as a White House unit intended to improve the usability and visual quality of government digital services. In that interview, Gebbia summarized one design principle as: “The best part is no part.” Axios’s report concerns the later role; it is not evidence that the earlier retirement-process demonstration became permanent or scaled.
