The best free procurement software for small business depends on what “free” means: a hosted plan with limits, open-source software you operate yourself, or a free finance or workflow tool that does not include a complete procurement suite. Among the options reviewed, Odoo has the clearest documented hosted free plan for purchasing in one app. ERPNext is a self-hosted alternative; Ramp’s free tier is not a free procurement suite. The other candidates need careful qualification because their current free terms are not established by official plan details.
How to compare free procurement software
Procurement software can cover purchase requests, approvals, purchase orders (POs), supplier records and invoice matching. A tool may support only some of those steps. Distinguish three access models before comparing features:
- Hosted free plan: the vendor runs the service, but the plan may restrict apps, users, forms, submissions or features.
- Self-hosted open-source software: there may be no per-user license charge, but your business takes responsibility for servers, maintenance and backups.
- Adjacent finance or workflow tool: it may handle spending or route requests without providing a dedicated procurement system.
A free trial is not the same as an ongoing free plan. Check the current terms, regional eligibility, integrations and upgrade triggers before moving a live purchasing process.

Choose Odoo if one hosted app can cover the process
Odoo is the most clearly documented hosted option in this comparison. Its official pricing page lists a One App Free plan at $0 for one app and unlimited users, and lists Purchase among its apps. That makes it worth evaluating if the business can keep the necessary purchasing workflow within the plan’s app boundaries. Check dependencies and account conditions before relying on it for day-to-day approvals.
Choose ERPNext if you can run self-hosted software
ERPNext is a plausible route for a business with the technical capacity to operate its own system. No per-user license fee does not mean no operating cost: budget for a server, maintenance, backups and staff time. A managed-hosting option is described separately as paid, but current official pricing was not verified.
Choose Jotform Apps for lightweight, custom request flows
Jotform Apps may suit a very small team that mainly needs forms and basic approval routing rather than a full procurement suite. Jotform’s September 2026 comparison reports one user, up to five connected forms, 100 monthly submissions and 100 MB storage for Starter. Those are plan figures from its comparison, not a guarantee of current eligibility or terms; verify them directly before building a process around the limits.
Do not mistake Ramp Free for free procurement
Ramp’s official pricing page lists Free at $0 per user per month and Plus at $15 per user per month in the reviewed 2026 pricing display. The same pricing information places procurement—including advanced workflows and PO management—as an add-on to Plus or Enterprise. The Plus figure is therefore not the full price of procurement functionality, and Ramp Free should be assessed as a finance or spend product rather than a complete free procurement system.

Validate Pipefy, BetterSpend and SpendMap before adopting
Pipefy is presented as a configurable workflow candidate, but the official page reviewed did not establish free-tier limits. BetterSpend’s free self-hosted description came from a search-result listing, and SpendMap’s free PO claim came from a Capterra listing. Treat these as leads to verify, not confirmed recommendations: establish the official access terms, supported features, maintenance status and ongoing availability first.

- Workflow coverage: confirm that the product supports the steps you actually need—requests, approvals, POs, supplier records and invoice matching.
- Limits and upgrade triggers: check app, user, submission and automation caps, plus which features require payment.
- Deployment responsibilities: for self-hosted software, account for hosting, backups, updates and administration; for hosted software, check plan eligibility and availability in your region.
- Integrations: verify that the service connects to the accounting, payment or inventory tools your business uses.
- Operational fit: identify who owns approvals and supplier records, and how the business will handle access, changes and exceptions.
Free-plan details can change. Confirm them with the provider before migrating purchasing records or making a free tier part of a business-critical process.
