7 Signs You May Be Exploited at Work—and What to Do

Threats, restricted movement, withheld pay and forced debt can signal serious workplace exploitation. Learn what to watch for and how to find the right help.

Threats, restricted movement, withheld wages and forced debt can be warning signs of serious workplace exploitation. One sign is enough to check what is happening and seek advice, but this checklist is not a legal test: the pattern, severity, your work status and where you live all matter. In the UK, government guidance says serious abuse or exploitation may involve being controlled, threatened or manipulated, and could indicate modern slavery. Ordinary unfair treatment or a pay dispute is not automatically the same thing.

How to tell whether unfair treatment may be exploitation

There is no official legal checklist of exactly seven signs. The seven below are practical warning signs drawn from UK government examples; they are not a diagnosis or a substitute for legal advice. Look at the whole situation: whether someone is using threats or control, whether you can leave or contact others, and whether your pay, debt or living conditions keep you from choosing freely.

A single payroll mistake, a demanding manager or a workplace disagreement does not by itself establish coercive exploitation. But do not dismiss a serious sign because you are unsure what to call it. The UK government describes serious workplace abuse as a situation in which you believe you are being controlled, threatened or manipulated (GOV.UK guidance).

Seven warning signs to take seriously

1. Threats, intimidation or fear of harm

An employer or another person connected to the job may threaten violence or other harm to make you work, stop you from leaving, or discourage you from seeking help. Threats can be a warning sign even if no one has acted on them.

2. You are prevented from leaving work or employer-controlled accommodation

Being told you cannot leave the workplace or housing controlled by the employer is a serious warning sign. Pay attention to practical barriers too, such as someone controlling transport or keeping you under supervision when you try to go.

3. You are isolated or cannot communicate freely

Being prevented from speaking with other people, or having your communications restricted, can make it harder to ask for help or understand your rights. A UK worker-rights leaflet also identifies inability to communicate freely as a warning sign (Gangmasters and Labour Abuse Authority worker-rights leaflet).

4. Someone controls your identity documents or access to medical care

An employer taking your passport or preventing you from obtaining medical treatment may be part of a wider pattern of control. A document being held for a stated administrative reason does not settle the question on its own; consider whether you can access it and leave or get help when you choose.

5. Your wages are withheld, taken back or reduced to little or nothing

Warning signs include not being paid, being forced to give wages back, or receiving little or no pay for work. A pay problem can also arise without coercion, so keep the issue distinct from a serious-abuse concern unless there are additional signs of control or threats.

6. A debt keeps growing while you are made to work it off

Be alert if you are told you owe money for recruitment, travel, housing or other costs and the amount grows while you are required to keep working to repay it. The concern is the combination of a debt you cannot realistically clear and pressure or control that prevents you from leaving.

7. Housing is unsafe or tied to your job in a coercive way

Being forced to live in employer-provided accommodation, or made to stay in housing that is unsafe or unsuitable, is among the UK government’s examples of serious workplace abuse. Consider whether you can leave the accommodation freely and whether it is being used to control your work or movement.

What to do if you think it is happening

If you are in immediate danger in the UK

If there is an immediate risk of injury, call 999 and ask for police. Prioritize getting to safety over collecting records or confronting the person you fear.

Report serious abuse or exploitation in the UK

For serious workplace abuse or exploitation, use the GOV.UK reporting guidance and Fair Work Agency reporting route. The page provides an online form, email and phone number, 0800 432 0804. The phone line is open Monday to Friday, 9am to 5pm except public holidays; calls are free, and you can leave a message outside those hours. The guidance says an interpreter can be arranged and that your details will not be shared with the person you report, though information may be shared with another organization if it can help. Check the current contact details on the official page before using them.

For other UK employment-rights problems, choose the route that fits

Pay, working-time and workplace-dispute complaints do not all go to the same place. GOV.UK directs minimum-wage concerns to its pay-and-work-rights complaint channel, holiday-pay and statutory-pay disputes to HMRC, and working-time matters to the relevant body. For bullying, harassment, grievances, unfair dismissal or other workplace disputes, contact Acas. Its advice is free and confidential; the helpline is 0300 123 1100, Monday to Friday, 8am to 6pm, and Acas offers a free translation service in more than 100 languages. Keep a record if it is safe

Write down dates, hours worked, pay promised and received, deductions, employer details, and what happened. Save relevant messages, contracts, payslips, photographs or other documents if you can do so safely. GOV.UK’s reporting guidance asks what happened, where it happened and whether relevant pictures or documents are available. A record can help explain events, but it does not by itself establish a legal claim or guarantee that you will recover money.

U.S. readers: use the agency for the issue

The UK reporting routes above do not apply in the United States. For U.S. readers, federal agencies handle different kinds of covered claims, and state or local rules may add protections. The U.S. Department of Labor’s Wage and Hour Division handles covered minimum-wage and overtime matters; OSHA handles safety retaliation, the EEOC handles discrimination, and the NLRB handles covered organizing and labor-organization retaliation. The right agency depends on the specific problem and the protection involved.

Federal overtime is generally at least 1.5 times a covered, nonexempt worker’s regular rate after 40 hours in a workweek, but exemptions and state or local rules matter. Do not assume the federal rule covers every worker or that it is the most protective rule where you live. The Department of Labor’s Wage and Hour Division complaint information explains how to raise a covered pay concern; its retaliation guidance describes protections for workers who exercise rights under laws it enforces. Check current agency operations and local rules when deciding where to report.
