3 Ways to Fix PayPal Payments on Hold

PayPal holds have different release steps depending on what you sold. Use tracking for shipped goods, update completed services accurately, or follow the request shown in your account.

If PayPal is holding an incoming payment for something you sold, open the transaction and check the hold-specific instructions under your balance, including Know your options. The right action depends on what you sold: add tracking for a shipped physical item, update the order status for a completed service or intangible item, or complete the specific account action PayPal requests. These steps can speed up release for eligible payments, but none guarantees immediate access.

1. Add tracking for a shipped physical item

For a tangible item you have actually shipped, provide tracking from an approved carrier through the transaction. PayPal says eligible funds may be released approximately 24 hours after the courier confirms delivery to the buyer’s address. Uploading tracking alone does not establish delivery or start an instant release.

  1. Open Activity and select the held transaction.
  2. Choose Get your money, then Product.
  3. Enter the shipment details and tracking information from an approved carrier. PayPal also offers a shipping-label workflow it can track.

Submit accurate information promptly after dispatch. Never enter false tracking or mark an item delivered before it reaches the buyer. See PayPal’s steps for releasing payments on hold and its guide to adding tracking or updating an order status.

2. Update the status for a completed service or intangible item

If the transaction was for a service or virtual product, tracking a parcel is not the right proof. Use the transaction’s status option, and mark it Completed only after you have actually finished the work or delivered the intangible item.

  1. Open Activity and select the held transaction.
  2. Choose Get your money, then Service or virtual product.
  3. Set the status to Completed once the service or delivery is complete. Use Pending or Canceled if that more accurately describes the transaction.

PayPal says an eligible hold is released seven days after the seller confirms the status as Completed. That is a stated processing timeline, not an instant payout. Do not mark unfinished work complete just to try to release funds. PayPal describes this workflow in its hold-release instructions.

3. Follow the account-specific request

Some holds reflect an account review or a requested action rather than missing delivery or order information. Select the hold-specific options and read the explanation for that transaction. If PayPal asks for identity verification or another account action, complete what the notice requests and follow the review period shown there.

PayPal lists several possible reasons for holding incoming seller payments, including:

  • A new seller account or a seller returning after a long period without sales.
  • Multiple buyers reporting problems or requesting refunds.
  • An unusual change in sales activity, such as an unexpected surge or a change in business or average price.
  • Higher-risk goods, including event tickets, consumer electronics, travel packages, or gift cards.
  • Incomplete identity verification.

These examples are not a diagnosis of a particular account. Check the transaction and account notice to learn what applies to you. PayPal’s explanation of holds and unavailable payments covers possible causes and directs users to account-specific options.

Which action fits your sale?

What you sold Action PayPal’s stated timing for eligible holds

Service or intangible item Update the transaction to Completed after the service or delivery is actually finished. Seven days after the seller confirms Completed.
Account action requested Complete the action stated in the hold-specific notice and follow its review instructions. Not stated as one universal period; follow the account notice.

The release times are PayPal’s stated procedures, not guarantees for every account, country, or transaction. PayPal says rare holds can continue for up to 21 days even after a shipment or order-status step—for example, following an unusual change in selling patterns. Its guidance for new sellers also says initial payments for new sellers or those returning after inactivity may be held for up to 21 days. PayPal reviews seller accounts monthly to determine whether some proceeds can become available immediately; building a positive selling history and confirming identity may help, but PayPal does not give a universal sales threshold that guarantees faster access. What a seller-side hold is—and is not

This guidance concerns an incoming payment held or unavailable to the seller. A sender’s outgoing payment can be pending for a different reason: PayPal separately says it may hold a payment sent by a user for 24 hours as a security precaution while checking authorization. That sender-side review is not the same process as the seller release steps above.

A hold should also not be confused with an account limitation. The reviewed PayPal help pages describe common hold causes and point sellers to account-specific options; they do not establish one release timetable or generic appeal process for every account restriction. Use the instructions and support route shown in your own account.

Finally, do not ask buyers to use Friends and Family to avoid a seller hold. Payment type should accurately reflect the transaction; changing its classification is not a documented way to resolve an incoming goods-and-services hold. PayPal’s reviewed guidance is primarily for US users. Procedures and availability may vary by country, account status, and transaction type, so consult the local Help Center and your transaction notice if you are outside the US.
