The FAA limited scheduled flights at Chicago O’Hare because the peak Summer 2026 schedule exceeded what the agency judged the airport could handle amid construction constraints and growing airline schedules. The cap was 2,708 scheduled operations per day, with airline allocations based on approved Summer 2025 schedules—not a uniform 10% cut for American, United, or every carrier.
Why is the FAA cutting flights at O’Hare?
The FAA said more than 3,080 flights were planned on peak days for Summer 2026, a 14.9% increase over the prior summer’s peak. At the same time, construction was constraining gates and taxiways. The agency’s April 20, 2026, order said the late-published, unapproved schedules exceeded airport capacity, taking account of both construction and competitive scheduling between the two largest carriers. The FAA’s announcement also noted that fewer than 60% of O’Hare arrivals and departures were on time in Summer 2025.
Under 49 U.S.C. 41722, the FAA convened schedule-reduction meetings with airlines and the Chicago Department of Aviation. The agency set the daily limit at a level it judged would maximize airfield capacity without delays worse than Summer 2025. That is the FAA’s stated assessment and objective, not proof that delays subsequently improved.
What does “10% flight cuts” mean?
The headline shorthand does not describe an order for each airline to cut exactly 10%. The FAA set an airport-wide limit of 2,708 scheduled operations per day for the initial period, May 17 through October 24, 2026. It based carrier allocations on approved Summer 2025 schedules. An operation is a scheduled arrival or departure; the cap is a daily airport total, not a fixed reduction for every airline or every date.

The figures refer to different baselines and descriptions: the FAA’s planned Summer 2026 peak, its daily cap, and AP’s report of the previous summer’s peak. They should not be read as evidence that each carrier’s schedule was reduced by a particular percentage.
How does the cap affect American and United?
The order discusses competitive schedule dynamics involving the two largest carriers, but the allocation basis was approved Summer 2025 schedules; it does not establish that the FAA singled out only American and United. The airlines’ expected reductions also differ from final FAA allocations and actual schedule changes.

- American estimated it would need to cut no more than 40 daily arrivals and departures.
- AP reported that United did not provide its own estimate at that time; AP estimated it might need to cut more than 200 flights a day based on published schedules.
Those are attributed estimates reported by AP, not final FAA figures or independently verified outcomes. The FAA’s allocation rule alone does not reveal how many flights either airline ultimately removed. United’s broader ambition should not be confused with its approved schedule: Axios reported that the airline then operated roughly 650 daily departures from O’Hare and that CEO Scott Kirby had described a vision of 1,000 daily flights in Chicago. That 1,000 figure was a goal, not an approved or current schedule. Axios’s report provides that context.
How long do the O’Hare limits last?
The FAA announced the initial limit for May 17 through October 24, 2026. On July 10, 2026, it said it had extended scheduled-operation limits through October 30, 2027, citing continuing airspace and operational constraints. The agency said the extension was intended to support safe and efficient operations and provide travelers greater certainty. See the FAA’s extension statement for the updated end date and rationale.

What should O’Hare passengers do?
A scheduling cap does not mean every flight is canceled. Airlines review schedules and notify affected customers, but the airport-wide restriction does not establish the status of any particular booking. Check the operating airline’s app, website, or direct notifications for your itinerary, and confirm your flight close to departure.
