MultiBank Group’s Cyprus-based entity, MEX Europe Ltd, holds a Cyprus Securities and Exchange Commission (CySEC) investment-firm licence numbered 430/23. The licence was issued on 22 May 2023; MultiBank announced the milestone publicly on 19 July 2023.
The distinction matters for clients. Licence 430/23 belongs to MEX Europe Ltd—not to every company operating under the MultiBank Group name—and it covers only the services and instruments specified in CySEC’s register.
What the CySEC licence covers
CySEC lists MEX Europe as an “Investment Firm (Cypriot).” CIF is the commonly used abbreviation for Cyprus Investment Firm, but it should not be treated as a separate licence category from the CySEC authorisation recorded in the regulator’s register.
The approved investment services are:
- Receiving and transmitting orders relating to one or more financial instruments.
- Executing orders on behalf of clients.
CySEC also lists these ancillary services:
- Safekeeping and administration of financial instruments, including custodianship and related services.
- Granting credits or loans connected with transactions in which MEX Europe is involved.
- Foreign-exchange services connected with the provision of investment services.
This is not a blanket approval for every product, platform or service marketed by other MultiBank companies. A prospective client should check which legal entity appears in the account agreement and whether the specific product is within that entity’s authorisation.

Licence date versus announcement date
There are two dates associated with this milestone:
- 22 May 2023: the date CySEC records for licence 430/23.
- 19 July 2023: the date of MultiBank Group’s official milestone announcement.
Some syndicated copies of the announcement appeared on 25 July and 10 August 2023. Those are publication dates, not evidence that the licence was granted in July or August. For regulatory purposes, the CySEC register’s date—22 May 2023—is the relevant date.
Where MEX Europe says it can provide cross-border services
CySEC’s register lists MEX Europe as providing cross-border services to the following jurisdictions:

Austria, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Romania, Slovakia, Slovenia and Sweden.
The CySEC page labels the section “Cross Border Services to Member States.” However, Iceland, Liechtenstein and Norway are EEA countries rather than EU Member States. The list should therefore not be described as 23 EU countries.
The list also does not mean that every resident in those jurisdictions automatically qualifies for an account. Onboarding, client categorisation, product restrictions and local requirements still apply. MEX Europe’s website says it does not establish accounts for residents of certain jurisdictions, including Japan, Canada and the United States.
What protection does this give clients?
MEX Europe’s client-document page includes a Client Agreement, Client Categorisation Policy, Complaints Procedure, Investor Compensation Fund document, Risk Disclosure and Summary Order Execution Policy. It also publishes key information documents for CFDs on shares, indices, currency pairs, commodities and cryptocurrencies.
Rank #3
The company’s current CFD key information documents state that eligible retail clients may receive compensation of up to €20,000 from the Investor Compensation Fund if MEX Europe becomes insolvent and cannot pay what it owes. The protection is conditional on eligibility and the firm’s inability to meet its obligations.
That €20,000 figure is not a guarantee against:
- Losses caused by market movements.
- Losses caused by leverage.
- A losing CFD strategy or poor trading performance.
- Normal changes in the value of an investment.
Investors should read the firm’s current compensation and client-category documents rather than treating the fund as general trading-loss insurance.
How investors should verify the entity before opening an account
- Check the legal name. Look for MEX Europe Ltd, not merely “MultiBank Group” or a trading brand.
- Check the licence number. The number associated with MEX Europe is 430/23.
- Use the approved domain. CySEC’s record identifies www.mexeurope.com. Be cautious if an account-opening link redirects to an unrelated legal entity or domain.
- Read the account agreement. Confirm which company will hold the client relationship, execute orders and receive funds.
- Match the product to the authorisation. The licence covers specified investment services and instruments; it does not automatically approve every product advertised across the wider group.
- Review the risk documents. CFDs and other leveraged products can produce rapid losses, and compensation schemes do not remove investment risk.
What the announcement does—and does not—show
MultiBank’s 2023 announcement described the CySEC approval as part of the group’s regulatory expansion and referred to the group as being regulated by 12 regulators at that time. That was a historical figure used in the announcement. MultiBank’s current regulations page says its entities are regulated by 14 financial regulators.
Those figures should not be used to imply that CySEC licence 430/23 regulates all MultiBank operations. Each group company has its own legal identity and regulatory status. Promotional wording in the announcement, including the claim that MultiBank was the “most regulated financial derivatives institution worldwide,” is a company claim rather than an independent regulatory classification.
Bottom line for prospective clients
MEX Europe Ltd is listed by CySEC as a regulated Cyprus investment firm under licence 430/23, dated 22 May 2023. The authorisation covers order reception and transmission, order execution and specified ancillary services, with cross-border notifications for the jurisdictions listed by CySEC.
The practical question for a client is not simply whether “MultiBank” is regulated. It is whether the account, product and transaction are being provided by MEX Europe Ltd under the scope of licence 430/23, and what protections and restrictions apply to that particular client.
