The examples below are a selection, not a ranking. They also follow a strict distinction: a head of state is not necessarily a head of government, and serving as prime minister alone does not qualify someone for a list of heads of state.
What counts as an economist and a head of state?
“Head of state” means the person who represents the state. In a republic, that is often the president; in a constitutional monarchy, it may be the monarch. A head of government—often a prime minister—is a separate constitutional role, even when one person holds both positions.

“Economist” also needs a consistent threshold. A degree or coursework in economics is evidence of training, but it does not by itself establish that someone worked professionally as an economist. Stronger evidence includes an economics career in government, a central bank, an international institution, or academia. The American Economic Association’s compilation of national leaders illustrates why the distinction matters: it includes both presidents and prime ministers and notes the difference between professional economists and people with economics study.
Two examples with institutional biographies
Mwai Kibaki — Kenya
Kenya’s Presidential Library biography says Kibaki studied Economics, History and Political Science and later worked as an economist and public official. His economics training and professional experience make him a clear example under a broad but substantive definition of economist. The biography is available from the Kenya Presidential Library.

Tharman Shanmugaratnam — Singapore
Singapore’s Istana identifies Tharman as president and says his professional career began as an economist at the Monetary Authority of Singapore. That central-bank career makes his economics credentials professional, not merely academic. See the Istana biography.
Other presidents identified as economists
The American Economic Association’s forum compilation names the following people as presidents with economics backgrounds. It is a useful starting point, not a substitute for checking each person’s official biography and presidential dates.

- Ernesto Zedillo — Mexico: Listed by the AEA compilation as a president with an economics background.
- Pedro Pablo Kuczynski — Peru: Listed by the AEA compilation as a president with an economics background.
- Sebastián Piñera — Chile: Listed by the AEA compilation as a president with an economics background.
- Ricardo Lagos — Chile: Listed by the AEA compilation as a president with an economics background.
- Gloria Macapagal Arroyo — Philippines: Listed by the AEA compilation as a president with an economics background.
- Alassane Ouattara — Côte d’Ivoire: The compilation identifies him as president, economist and former IMF official. His presidency, rather than his separate former prime-ministerial role, is what makes him relevant to a head-of-state list.
For each of these names, the compilation is a lead to further biographical verification; it does not, by itself, establish the exact degree, career history or dates in office.

The AEA compilation also names Manmohan Singh as an economist and prime minister. That is not enough to qualify him under the title’s strict head-of-state definition: the prime minister is generally head of government, not head of state. Including Singh would require broadening the subject to heads of government, which would change the list’s scope.

How to read a list of economist-leaders
- Do not treat it as a ranking. The examples do not establish who was the most influential economist or the most successful leader.
- Separate education from occupation. Economics study and professional economic work are related but different credentials.
- Check the constitutional office. Presidents and prime ministers are not interchangeable categories; each country’s constitutional arrangement matters.
- Do not infer policy outcomes from a résumé. A shared economics background does not show that it caused a leader’s political or economic decisions.
