This U.S.-focused shortlist compares ten 2023 models across sedans, hatchbacks, SUVs, a minivan, and a luxury car. It is an editorial selection—not an official ranking—and the available sources do not establish a single scoring system or current local prices.
How to choose a 2023 plug-in hybrid
A PHEV can be plugged in for electric driving and use gasoline for longer journeys. How it divides power between electricity and gasoline varies by vehicle: the EPA notes that some PHEVs can operate in blended mode. Its electric-range and fuel-economy figures are estimates produced under test methods, not guarantees of what an individual driver will achieve. The EPA’s utility factor estimates the average share of miles driven using electricity.
For a household budget, the practical questions are whether you can charge regularly, whether the electric range suits your ordinary trips, and whether the vehicle’s size and operating costs fit your needs. The DOE Alternative Fuels Data Center’s model-year 2023 catalog includes fuel economy, all-electric range, total range, and Level 2 charging information. It was downloaded April 21, 2023, and notes that vehicles are added as EPA ratings are completed, so it is a dated snapshot rather than a guaranteed exhaustive year-end catalog.
Keep the measures distinct: all-electric range is distance on electricity under the applicable test methodology; hybrid-mode MPG measures fuel economy when operating as a hybrid; MPGe expresses energy use on an electricity-equivalent basis and is not the same unit as MPG. Compare vehicles using the same type of measure and check the specific trim and drivetrain.

Chrysler Pacifica PHEV: minivan utility
The Pacifica is the minivan choice in this group. It may be a better match than an SUV for a household that values minivan passenger and cargo flexibility; inspect the exact seating and cargo arrangement before buying.

Kelley Blue Book reports that the 2023 Kia Sportage Plug-In Hybrid has 34 miles of electric range and 35 mpg in hybrid operation, and names it “our Best PHEV of 2023” within its PHEV SUV list. Kia America’s 2023 specifications also state 34 miles of all-electric range. That accolade is specific to KBB’s SUV coverage, not a universal award across all plug-in-hybrid body styles.
Those Sportage figures are useful examples, not a full ten-car comparison. The sources cited here do not establish one consistent set of range, MPG, price, or charging-time figures for every model and trim in the shortlist. Do not infer that the Sportage has the longest range, lowest ownership cost, or best value among all ten from its cited KBB recognition.

When a PHEV makes financial sense
Charging access is central to the value proposition. If you can charge at home and many routine trips fit within a vehicle’s electric range, you may use less gasoline on those trips. If you rarely charge, you are less likely to use the car’s plug-in capability as intended. Actual savings depend on electricity and gasoline prices, charging efficiency, driving patterns, and the vehicle’s behavior in hybrid operation; the cited sources do not calculate a household-specific payback.
A Level 2 charger is one possible home-charging option, not a universally required purchase. Before choosing one, confirm the vehicle’s connector and charging capability, the home’s electrical capacity, and installation requirements. The DOE catalog includes Level 2 charging information for model-year 2023 vehicles, but does not establish that every home needs a Level 2 unit.
