A 2024 survey found that 49.8% of respondents weighing more than 160 pounds selected one of two hypothetical airline policies involving weight-related pricing. That is not evidence that half would actually pay more when booking a flight: the study measured stated preferences among 1,012 U.S. air travelers, not real purchases. Its clearest result was that respondents found the standard fare policy most ethically acceptable.
What the “50%” figure means
The figure comes from a peer-reviewed study of 1,012 U.S. adults who had recently taken a commercial flight. Respondents considered three hypothetical ways to set fares and baggage charges. Of those above 160 pounds, 49.8% selected one of the two options that tied pricing to weight. The result combines choices between two different proposals; it is not a finding that 49.8% agreed to a specific surcharge or would pay one in practice.
The study, “Self-interest, ethical and environmental considerations of air traveler weight policies,” was first published July 25, 2024, in the International Journal of Tourism Research. Its authors asked participants to assess the ethics of the scenarios using a seven-point Multidimensional Ethics Scale and examined how preferences related to characteristics including respondents’ own weight, age, income, flying patterns, and environmental attitudes. Read the study.
“Fat tax” is a loaded media shorthand, not the study’s name for a policy. The proposals differed in how they treated passenger body weight and baggage, so describing all of them as a simple fee charged to heavier passengers would be misleading.

How the three fare policies differed
| Scenario | How it worked | What to keep in mind |
|---|---|---|
| Standard policy | A standard ticket price regardless of passenger weight, including 50 pounds (22.7 kg) of checked baggage and a carry-on. | This was the existing-style option in the survey and the most ethically acceptable overall. |
| Threshold body-weight policy | The same baggage allowance, with a penalty when body weight exceeded 160 pounds (72.6 kg). | This scenario used a cutoff; the study’s result does not establish that an airline applies such a fee. |
| Unit-of-body-weight policy | An individualized weight-related price; the scenario also included a discount for baggage under 50 pounds. The article’s summary describes the alternative in terms of combined body and baggage weight. | This was a distinct pricing design, not simply another surcharge above the 160-pound threshold. |
Among the two alternatives, individualized unit pricing was generally more acceptable to respondents than the threshold surcharge. The study does not establish that either design would produce a particular fare, revenue, or emissions outcome.
What the findings say about fairness
The standard policy was considered more ethically acceptable than either alternative across respondent groups. The authors discuss preference for the status quo as one possible reason. They also report that self-interest mattered: respondents’ own weight was associated with their views, as were factors such as income and travel characteristics.

The fairness question has competing sides. A case for weight-linked pricing is that passenger and baggage weight contribute to aircraft payload and fuel use. But a pricing rule based on body weight could single out people, raise stigma and dignity concerns, and create privacy questions around disclosure or weighing. It could also affect who can afford to travel. The survey tested perceptions of described policies; it did not measure whether a particular fare rule would reduce fuel use or emissions.
The authors caution against treating environmental sustainability and ethical acceptability as the same judgment. A policy may be presented as more sustainable without being viewed as fairer.

What the study cannot tell you
- Whether people would pay in real bookings: Participants chose among hypothetical scenarios. The study did not observe ticket purchases or test actual willingness to pay.
- Whether the results represent flyers everywhere: The respondents were U.S. air travelers; the percentages should not be generalized to all countries or all passengers.
- Whether a policy would save fuel or cut emissions: The study explored ethical views and preferences, not operational or environmental effects of adopting a pricing scheme.
- Whether airlines may or do charge this way today: The paper does not settle current airline policy by carrier or legal permissibility by jurisdiction. Its mention of Samoa Air is a historical example, not evidence of an industry-wide current practice.
- How people would respond to every possible arrangement: The authors examined a limited set of policies; buying a second seat was not included.
For context on the headline framing, New Atlas reported the 49.8% result as “50% of heavier flyers would pay by their weight.” That wording is punchier than the evidence supports: the primary study reports selections among hypothetical policy options. Read the New Atlas report.
