PC Gamer reported that a briefly available litigation exhibit put Steam commission revenue at roughly $2 billion and its operating margin just under 60%. That implies about $1.2 billion in Steam operating profit; divided by Valve’s reported 336 employees that year, it comes to roughly $3.6 million per employee, commonly rounded to $3.5 million.
What the $3.5 million figure measures
The calculation uses an estimate of Steam’s operating profit, not Valve’s total profit or net income. Its numerator is roughly $1.2 billion, inferred from reported 2021 Steam commission revenue and operating margin. Its denominator is the company-wide headcount of 336 employees reported for 2021. It is a company-level ratio: it does not mean every employee or department individually generated $3.5 million.
The financial exhibit behind the estimate was briefly available in litigation and later withdrawn. PC Gamer’s account relies on secondary reporting of that exhibit, so the calculation should be treated as reported and approximate, not as an audited result or an official Valve disclosure. How Steam commissions generate platform revenue
Steam commission revenue is not the same as the full amount customers spend on games. In a July 2021 court filing, Valve described third-party developers as setting game prices and discounts. Valve then sells those games on Steam and remits developer revenue after deducting its commission, sales tax, and refunds. A federal court order also describes Valve’s revenue as fees on third-party game sales and in-app purchases.

“Valve sells their games to players on Steam at these prices and sends developers the revenue, less Valve’s commission, sales tax, and refunds.”
That sentence comes from Valve’s submission in litigation; it is a party’s description, not a neutral judicial finding. The filing helps explain why Steam’s platform income is distinct from both the customer’s entire purchase price and revenue from Valve’s own games. Why the employee count changes the comparison
The 2021 headcount reported from court-released employee data was 336 across Valve. Of those, 79 were assigned to Steam and 181 to Games, with the remainder in administration and hardware. Using 336 gives the company-wide per-employee figure behind the headline. Dividing the estimated Steam profit by only the 79 Steam-assigned employees would produce a different ratio and would not be the same comparison.
The department counts and total headcount were reported by PC Gamer from court-released data; they do not establish that Steam was operated exclusively by the employees assigned to that department. PC Gamer’s report on Valve’s 2021 employee data

Does this prove Valve is the most profitable gaming company?
No like-for-like comparison in the cited reporting establishes that Valve is currently the most profitable gaming company. The figure is historical, limited to an estimate of Steam commission operating profit, and based on a company-wide employee count. It cannot by itself establish a present-day ranking against companies with different businesses, accounting, and workforce sizes.
A fair comparison would need the same year, the same profit measure, comparable employee counts and contractor treatment, and a consistent definition of business scope. For example, Steam commissions are not directly comparable to a diversified publisher’s total company profit without accounting for the different revenue sources and costs involved.

Keep the lawsuit’s claims separate from Valve’s accounts
Wolfire Games’ 2021 complaint alleged that Valve’s commission practices harmed developers and consumers and included its own estimates based on market assumptions. Those are plaintiffs’ allegations, not established figures in Valve’s accounts. Valve’s court response, in turn, described Steam as a service with features beyond a storefront and said third-party developers produce most of the games customers buy and play there. Neither side’s litigation position substitutes for a complete, audited company-wide profit disclosure.
Accordingly, the careful takeaway is narrow: reporting about a withdrawn exhibit suggests Steam generated about $1.2 billion in operating profit in 2021, which equates to roughly $3.5 million per Valve employee when divided by the reported 336-person company headcount. The sources do not establish a current per-employee figure or a definitive current ranking.
