The Western Australian Planning Commission (WAPC) approved Perron Group’s proposed Cockburn Quarter redevelopment of Cockburn Gateway Shopping City on 28 October 2021. Approval is a planning decision—not confirmation that construction has started or that the development is complete. The state register lists the application as determined and records an extension of its substantial-commencement period to 5 September 2029.
What was approved at Cockburn Gateway?
The state planning register identifies the application as “Shopping Centre Expansion, Commercial and Residential Development, Success,” at 816 Beeliar Drive, Success. It records an application value of $1.08 billion and describes an expansion of Cockburn Gateway Shopping Centre with additional parking, a dining and entertainment hub, public spaces, apartments, townhouses, offices, a hotel and a showroom. The City of Cockburn calls the four-stage redevelopment Cockburn Quarter and describes a broader proposed mix: residential, commercial and retail uses, childcare, medical facilities and a hotel, alongside dining, entertainment, a cinema, a fresh-food market and additional fashion and lifestyle brands. What does “approved” mean—and what is the current timing?
WAPC approval means the planning application was approved at the commission’s 28 October 2021 meeting. The register currently shows the application as determined. Its latest listed amendment, dated 5 September 2024, extends the substantial-commencement period to 5 September 2029. That date is not an opening, completion or delivery deadline.

The City’s project information describes a four-stage proposal intended to unfold over at least 20 years. That is a long-term development horizon, not a fixed schedule for construction or for opening individual components. The available evidence does not establish that construction has begun or that the scheme has been completed. What was reported about stage one?
In a 4 November 2021 report, PerthNow described the first stage as valued at $203 million and expected to include more than 21,000 square metres of new retail space, a piazza, cinema, transport hub, childcare centre and 1,000 parking bays. PerthNow also quoted Andrew Byars, Perron Group property investments general manager, describing a proposed pedestrian bridge across Beeliar Drive as a way to connect pedestrians and cyclists between the precincts. How to read the jobs, homes and economic estimates
The City reported Perron Group’s December 2020 estimates of more than 7,400 jobs over the project’s lifespan, $2.8 billion in economic activity during construction and more than 900 homes in the commercial and retail hub. The 2021 PerthNow concept figures—832 apartments and 36 townhouses—are a separate snapshot of the proposal. They should not be treated as a current delivery count or substituted for the developer’s earlier estimate of more than 900 homes. PerthNow, 4 November 2021
