For public school teachers in the Philippines, Teacher III reclassification requirements depend on whether the application is under DepEd’s Expanded Career Progression (ECP) framework or the former Equivalent Record Form (ERF) process. The old ERF route required a master’s degree for Teacher III reclassification; under ECP, Teacher I–VII positions require a bachelor’s degree, but applicants must still meet the applicable qualification and performance standards and pass comparative assessment. Your Schools Division Office (SDO) call controls the current form, checklist, and deadline.
First identify which reclassification framework applies
DepEd’s ECP FAQ, based on DepEd Orders No. 024 and No. 034, s. 2025, distinguishes the former ERF process from ECP. Under ERF, Teacher III reclassification required a master’s degree. Under ECP, Teacher I–VII positions require a bachelor’s degree. The FAQ’s historical statement that “Teacher III requires master’s degree for reclassification of positions” describes the former ERF rule; it should not be applied automatically to an ECP application.
The ECP bachelor’s-degree standard does not by itself establish that an applicant qualifies. Check the current SDO call and the CSC-approved Qualification Standards for the exact position, including its education, training, experience, and eligibility requirements. DepEd’s 2026 division guidance also places Teacher I, II, and III at the PPST proficiency level “Beginning towards Proficient.” The applicable call and assessment determine how those requirements are evaluated.
What qualifications and assessments apply under ECP?
Applicants must meet the CSC-approved Qualification Standards and the applicable performance requirements for the target position. DepEd division guidance describes the process as including assessment of the desired PPST proficiency level through performance ratings and comparative assessment by the Human Resource Merit Promotion and Selection Board (HRMPSB). Meeting baseline qualifications is not an automatic approval of reclassification.

Performance rating
The DepEd ECP Toolkit describes the ordinary initial performance requirement as at least a Very Satisfactory (VS) rating in the last rating period covering one full performance cycle in the applicant’s current position. For teachers on official leave, it says the rating may be based on up to three most recent rating periods before leave. Refer to DepEd Orders No. 024 and No. 034, s. 2025 and the current SDO call for the provision applicable to your situation.
Transition provision
DepEd’s FAQ describes a three-year transition period in which teachers who do not fully meet the performance requirements for the position sought may still be considered for promotion, subject to stated conditions and fulfillment of the Qualification Standards. This is not a blanket waiver: eligibility depends on the specific provision, the career-stage movement, and the current call.

Which documents should you submit?
There is no universal, current Teacher III application packet established here. Each SDO’s current call controls the document checklist, form version, submission method, and deadline. Contact the SDO HR or personnel office and obtain the latest Teacher III reclassification call and prescribed form before assembling your application.
- Use the Teacher III form or RFTP version named in the current call. A DepEd Region VIII attachment available in the source set is Form No. 2-A for Master Teacher II/III, not Teacher III; do not submit it as a Teacher III form.
- Organize supporting records to demonstrate each applicable CSC-approved requirement, such as education, training, experience, and eligibility, following the SDO’s checklist and instructions.
- Confirm whether the call requires performance records and what rating period or evidence it accepts.
- Follow the call’s required copies, certifications, file format or envelope instructions, submission channel, and schedule.
An older Catanduanes SDO checklist for a 2022 cycle listed an accomplished ERF, academic records, service record, an IPCRF, and training certificates. Those are historical examples from an earlier ERF context, not a current nationwide checklist. Confirm every item with your own division.

How to prepare and submit an application
- Get the current call: Ask your SDO HR/personnel office for the latest Teacher III reclassification announcement, including the deadline and submission instructions.
- Confirm the governing standard: Check whether the call is under ECP and review the CSC-approved Qualification Standards and performance provisions it applies.
- Request the correct form and checklist: Use the version specified for Teacher III in that call; do not substitute an ERF checklist or another teaching position’s RFTP.
- Map evidence to requirements: Arrange the requested records so reviewers can assess education, training, experience, eligibility, performance, and any other stated criteria.
- Submit as directed: Meet the stated deadline and method, then retain proof of submission and any acknowledgment provided by the division.
What to verify with your SDO before filing
- Whether the call is an ECP application or concerns a historical ERF process.
- The current Teacher III qualification standard and performance criteria, including any applicable transition provision.
- The exact Teacher III form, documentary checklist, deadline, and submission method.
- How the HRMPSB comparative assessment will be conducted under the call.
