Freddie Mac’s latest weekly survey showed the average 30-year fixed mortgage rate at 6.58% and unchanged, while the 15-year fixed average edged down to 5.69%. The survey was released August 21, 2025; August 22 is the reporting date. Those figures do not support the headline’s claim that 30-year rates were up and 15-year rates were steady.
Freddie Mac mortgage rates for August 22, 2025
Freddie Mac’s August 21 release reported these national weekly averages for fixed-rate mortgages:

These are Freddie Mac survey averages, not rate offers available to every borrower. The current and historical figures are from its Primary Mortgage Market Survey.
Why the headline’s rate movements do not match the weekly survey
The “30-Year Rates Up, 15-Year Rates Steady” wording conflicts with Freddie Mac’s weekly figures: its 30-year average was flat, and its 15-year average fell by 0.02 percentage point. The Associated Press also reported the same week-over-week direction. AP described the 30-year average as its lowest in nearly ten months, a historical comparison made in its August 2025 report.

Daily rate trackers can show different movements because they use different data and observation schedules. A Yahoo Finance article dated August 22, 2025, included separate Zillow daily averages. Those readings should not be blended with Freddie Mac’s weekly survey or presented as if they were the same series: Yahoo Finance’s August 22 rate report.
What Freddie Mac’s average represents
The Primary Mortgage Market Survey focuses on conventional, conforming, fully amortizing home-purchase loans. Its benchmark borrower puts 20% down and has excellent credit. It describes a defined slice of the mortgage market—not every loan type, borrower profile, refinance, or lender quote.

Your offered rate can differ based on factors such as credit, down payment, loan size, property, loan term, and lender pricing. The national averages alone cannot establish your rate or monthly payment; that requires the loan amount, terms, costs, and a lender’s actual offer.
What the weekly change means for borrowers
For this reporting date, the benchmark did not rise for 30-year fixed loans, and the 15-year average moved slightly lower. Freddie Mac Chief Economist Sam Khater said, “The 30-year fixed-rate mortgage remained flat this week.” He also said that purchase applications over the summer were outpacing 2024, while some prospective homebuyers continued waiting for rates to fall further.

Those observations describe the market and application activity, not a prediction about the next rate move or a recommendation to buy, refinance, or wait. Anyone comparing loan options should use current, personalized quotes and compare the full costs and terms rather than relying on a dated national average.
