That is evidence of a modest rise in one measure—not proof that the company has fully recovered from the Post Office Horizon scandal, or that the scandal caused the earlier drop. The figures, attributed to Tussell by Computer Weekly, angered campaigning peer James Arbuthnot, who questioned why government continued awarding Fujitsu contracts and whether it had viable alternatives.
What do the sales figures show?
Computer Weekly reported on 30 October 2025 that Tussell put Fujitsu’s UK public-sector sales at £453 million for May 2024 through April 2025. That was 1.2% higher than the £447.5 million recorded for May 2023 through April 2024.

These are reported public-sector sales figures for specified periods. They are not a measure of Fujitsu’s entire UK business, its reputation, or whether the company has regained market share. Computer Weekly attributed the figures to Tussell; the underlying dataset is not independently established here.
Why was James Arbuthnot angry?
Arbuthnot, a campaigning peer, objected to Fujitsu continuing to receive public contracts after its role in the Horizon scandal. Computer Weekly reported that he challenged ministers to consider how a subpostmaster affected by the scandal would view the company being rewarded with government business.

“Government ministers really should put themselves in the shoes of a subpostmaster and ask themselves, ‘How would I feel? Does Fujitsu’s behaviour really not matter? Am I happy to see the people who colluded in sending so many innocent people to prison, rewarded in this way?’”
He also raised a practical concern: whether government was too dependent on Fujitsu to negotiate effectively or withstand disruption.
“Are we so dependent on them? What does that say about our bargaining power, or about our resilience?”
What do the figures say about government’s dependence on Fujitsu?
In the figures cited by Computer Weekly, central government departments accounted for 98% of Fujitsu’s public-sector sales. Over the comparison context reported in the article, overall UK public-sector technology spending fell 2%, while Fujitsu’s sales rose 1.2% in the latest 12-month period.

Nor do they establish whether government has suitable alternatives or how difficult it would be to switch suppliers.

Computer Weekly connected the timing of the earlier decline with the backlash after an ITV dramatization brought wider public attention to Fujitsu’s role in the scandal. It also reported that Fujitsu had barred itself from bidding for government contracts in January 2024. The reported figures show a 5% fall in the financial year after the year to April 2023, followed by the 1.2% rise; they do not establish that the scandal alone caused either movement.
Horizon was accounting software supplied by Fujitsu and used in Post Office branches. Unexplained shortfalls in branch accounts led subpostmasters to be blamed. Computer Weekly’s reporting on the issue began in 2009 with accounts from seven affected subpostmasters. That context explains why public contracts became an ethical and political issue, but it is not a full account of the scandal’s technical or legal history.
What was known about restorative justice at the time?
Computer Weekly said Fujitsu, the government and the Post Office were due by 31 October 2025 to publish a report outlining any agreed restorative-justice programme, following an order by the Post Office public inquiry. The report was published the day before that deadline. Its account does not establish what was published after the deadline or the present status of any contribution.
