Noosphere Venture Partners announced in July 2024 that the U.S. Treasury had released Ukrainian investor Max Polyakov and related companies from conditions imposed on February 28, 2022. That was a release from conditions—not a reversal of Polyakov’s sale of his Firefly Aerospace stake. The public account does not establish that he regained ownership.
What did the government backtrack on?
Ars Technica reported on July 10, 2024, that Noosphere Venture Partners, Polyakov’s venture-capital firm, announced the Treasury had released Polyakov and related companies from conditions imposed on February 28, 2022. The report describes a later release from conditions; it does not say the government rescinded the earlier sale or restored Polyakov’s Firefly ownership. The underlying Treasury instrument and its precise terms were not included in the public reporting cited here, so the scope of the conditions and release cannot be stated more specifically.
Calling this a “backtrack” captures the reversal in the government’s treatment of the conditions, but can overstate what changed. The reported 2024 action concerned conditions, while the 2022 sale remained a separate event.
Why did Polyakov sell his Firefly stake?
Ars reported that U.S. officials raised national-security concerns after Firefly’s first Alpha rocket launch in September 2021. Polyakov had already stepped away from day-to-day operations; in February 2022, he agreed to sell his holdings. He described the sale as a “huge loss,” but Ars did not report a verified sale price.

Ars says Polyakov had invested more than $200 million in Firefly, a reported figure rather than an audited company total. The article describes his relationship with Firefly founder Tom Markusic as turbulent. Author Ashlee Vance, whose book When the Heavens Went on Sale chronicles their relationship, told Ars: “The US government quite happily allowed Polyakov to pump $200 million into Firefly only to decide he was a potential spy just as the company’s first rocket was ready to launch.” Vance added that she found the timing suspicious and the reasoning behind the accusations flimsy. Those are Vance’s criticisms, not official findings.
How did the restrictions affect Firefly’s launch preparations?
Ars reported that the Air Force blocked Firefly employees from accessing the launch site at Vandenberg Space Force Base, delaying preparations for a subsequent launch. Markusic recalled: “It was actually on the trailer when I got a call from the Air Force to not ship it.” He also said, “We were really anxious to bounce back. Having that delay was really demoralizing, honestly.” These remarks describe the operational disruption as Markusic experienced it; they do not, by themselves, establish the full legal basis for the restrictions.

- Extremely exquisite SpaceX Falcon 9 rocket model (For collection or display, not a toy! Children should not buy it)
- First-stage super heavy-duty booster is made of precise aluminum alloy tubes. The rest of the rocket is made of high-quality imported resin.Extremely good laser shapeability& long-lasting shelf life
- The proportional model:1:233
- Actual height: 32cm (the core diameter is 24mm, the real rocket is 9 meters in diameter) This ratio is the best choice for desktop placement
- Note: This model is not a toy model, it is not recommended to buy for children, please buy with caution to avoid unnecessary trouble for your shopping
The timing was consequential for a young launch company: the site-access issue came after Alpha’s first launch and before its next attempt. However, the cited account does not provide a full official explanation of the security concerns or the evidence officials relied on. It therefore supports reporting that concerns and restrictions existed, not a definitive conclusion about their merits.
What changed for Firefly after Polyakov’s sale?
As context, Ars’s July 2024 account described a partially successful Alpha flight in October 2022, a fully successful mission in September 2023, and expansion into lunar-lander, in-space tug, and rocket-engine work. Those are milestones reported at that time, not a current status update. They show that the company continued operating after the sale; they do not establish Polyakov’s later ownership or the present state of Firefly’s business.

What the public account establishes—and what it does not
- Established in the report: Polyakov agreed to sell his Firefly holdings in February 2022 amid U.S. national-security concerns; the Air Force’s restriction on employee access to Vandenberg delayed launch preparations; and Noosphere announced a Treasury release from conditions in July 2024.
- Not established in the report: the exact terms of the Treasury conditions or release, the government’s complete rationale and supporting evidence, a verified sale price, or that Polyakov regained his Firefly stake.
Ars Technica’s account of the events is available in its July 10, 2024 report. The book Vance wrote about the commercial space industry offers additional narrative context, but it should not be treated as independent verification of the regulatory claims.
