A chief administrative officer (CAO) is a senior executive who coordinates an organization’s administrative and enabling functions so they support its priorities. The role may connect strategy with operating plans, budgets, policies, and performance expectations. Its authority and portfolio vary by employer, so the job description and reporting structure matter more than the title alone.

What does a chief administrative officer do?

A CAO helps an organization work as a coordinated whole. Rather than focusing on one specialist function, the executive may oversee or align several services that enable the organization’s core work. Depending on the employer, these can include human resources, finance, information technology, facilities or infrastructure, procurement, communications, compliance, and administrative services.

The job can combine strategic coordination with day-to-day oversight. A CAO may help convert leadership priorities into operating plans, policies, resource decisions, and measures of progress. The precise balance differs: one employer may emphasize enterprise planning, while another may place more weight on delivering reliable administrative services.

Common areas of responsibility

  • Planning and coordination: Connect priorities across departments and help translate them into plans, policies, and coordinated work.   • Administrative services: Oversee or coordinate enabling functions such as human capital, IT, infrastructure, or business services. Which functions report directly to the CAO depends on the organization.
  • Resources and performance: Help align budgets and other resources with priorities, and monitor performance measures or operational results.
  • Policy, compliance, and risk: Support administrative controls, policy implementation, compliance, reporting, and risk management where these fall within the CAO’s remit.
  • Executive advice: Help senior leaders resolve cross-functional issues and maintain accountability for execution.

These are possible parts of the portfolio, not a universal checklist. A CFO, COO, CHRO, CIO, general counsel, or another executive may own some of the same areas.

Who does a CAO report to?

Many CAOs report to the chief executive officer, but that is not a rule for every organization. Valley Metro’s class specification places its CAO on the executive leadership team and has the role reporting to the CEO. Public-sector governance structures can differ, so check the organization chart or the specific position description for the reporting line and delegated authority. How is a CAO different from a COO?

A useful general distinction is that a CAO commonly coordinates administrative and enabling functions, while a chief operating officer (COO) commonly oversees broader operational delivery. The boundary is not standardized. In organizations with both roles, they may share work on operating goals, budgets, metrics, and compliance implementation.

To understand a particular employer’s division of responsibility, look at which departments report to each executive, who controls budgets and operating decisions, and who is accountable for service or business outcomes. Titles alone do not establish that authority.

What does the role look like in different organizations?

The title is used in both public and private settings, but the scale, mission, and governance context shape the work. Official examples illustrate that variation:

  • U.S. Government Accountability Office: GAO describes its CAO office as an operations hub. Human capital, IT, and infrastructure operations report to the CAO; front-office management functions include workforce planning, labor relations, business analytics, and internal communications. How to evaluate a specific CAO job

When comparing CAO positions or assessing a vacancy, examine the actual scope rather than assuming the title means the same thing everywhere. These questions expose the main differences:

  • Portfolio: Which departments and functions report to the CAO, and which sit elsewhere in the executive team?
  • Authority: Who does the CAO report to, and what decisions can the role make or approve?
  • Organization and governance: Is the employer a company, agency, legislative institution, or public authority, and how does that affect accountability?
  • Strategic versus daily work: Is the role primarily about long-term planning and enterprise coordination, or the daily delivery of administrative services?
  • Outcomes: Is the CAO accountable for budgets, compliance, risk, service levels, or performance measures—and how are those results assessed?

Is there a standard CAO salary?
