On 25 June 2024, the Town of Cottesloe Council declined to proceed with the Indiana Tea House business plan put forward by Tattarang and Fiveight. It did not ban redevelopment: Council endorsed parameters for a possible revised vision and said it continued to support redeveloping the site.
Why did Council reject the proposal?
In its 26 June 2024 update, the Town said Council’s decision followed consideration of the business plan and identified three concerns:
- Financial clarity and risk: The Town said the plan did not clearly explain its financial impact or the risk to the Town.
- Community benefit: Council judged that the proposal did not provide enough benefit to the community overall.
- Foreshore Masterplan alignment: The Town said the plan did not align with the endorsed Cottesloe Foreshore Masterplan.
These were the Town’s stated reasons for its decision, not an independent financial assessment or a finding that every element of the proposal lacked merit. What was reportedly planned for the Indiana Tea House?
PerthNow’s 27 June 2024 account described the proposal as including a 31-room hotel, a fine-dining restaurant, a rooftop pool and an underground spa. These are features reported by PerthNow; Council did not approve them as a final development. The Town’s update separately referred to public toilet upgrades and a new boatshed as positive elements of the business plan. PerthNow’s report

What do the redevelopment parameters mean?
The Town said Council endorsed parameters covering supported site uses, community benefits, financial considerations, and environmental and heritage considerations. They were intended to guide a possible revised vision, not to approve a replacement proposal or guarantee that one would proceed.

Why did Council emphasize the Foreshore Masterplan?
The Town said the Cottesloe Foreshore Masterplan was endorsed by Council in 2019. Young described its development as a four-year process that cost “almost $1 million” and included significant local-community input and support. Those time and cost figures are the Mayor’s characterization in the Town’s update.

The June 2024 decision left open the possibility of a revised proposal, and the Town said it would welcome a vision that met Council’s parameters. The available reporting establishes neither that a revised proposal was subsequently approved nor what later happened to the project. The decision should therefore be read as a rejection of the business plan then before Council, not as approval of a replacement or a permanent end to redevelopment.

Decision timeline
