In a May 2023 CIO case study, Fletcher Building’s then-CIO Joe Locandro outlined a transformation agenda built around a simpler technology base, common standards and room for business units to innovate. The plan called for reducing 17 ERP instances to one global instance and 750 Edge systems to 350. Those figures describe the program’s stated direction, not independently verified completion or measured savings.
How the blueprint proposed simplifying Fletcher Building’s systems
The CIO account described Digital@Fletchers as consolidating 17 ERP instances and approximately 350 interfacing satellite systems into a unified ERP core. Locandro also cited a move from 750 Edge systems to 350. The intended ERP configuration was 80% common and 20% local: common processes and standards where they could be shared, with local variation for business needs.
These are reported program scope and target architecture, not evidence that every migration was completed. The case study did not establish subsequent completion or quantify benefits such as cost savings.
How a global platform could leave room for local innovation
The governance idea was to centralize decisions about what counted as core and standard, while letting business units develop innovation on top of that foundation. The intended balance was group-wide scale without requiring every unit to operate identically in areas where local needs differed.

In practical terms, the blueprint distinguished between standardizing the shared base and preserving discretion at the edges. Its 80% common, 20% local framing referred to the proposed ERP configuration; it was not a measure of realized performance.
Which business outcomes the transformation targeted
Locandro framed the technology agenda around three business pillars:

- Operational efficiency: improve operations and lower the cost to serve.
- Customer intimacy: use CRM and customer-facing applications to strengthen customer interactions.
- Breakthrough innovation: explore new ways to use technology in products, processes and operations.
The case study set out these priorities as strategic aims rather than quantified results of the ERP program.
Examples of technology in operations
The CIO article described several initiatives as examples of how technology could support operating decisions. Their inclusion illustrates the agenda; it does not independently demonstrate measured impact.
- Drones surveying material stockpiles and road surfaces.
- AI examining concrete and cement mixtures, with the goal of lowering CO2 emissions.
- Safety systems intended to predict preventable injuries.
- Analytics feeding information back into ERP to inform decisions.
- Factory IoT sensors checking equipment health and supporting predictive maintenance.
Locandro also cited 5G as a way to support real-time data feeds. The article did not provide quantified emissions reductions, injury prevention, productivity gains or other impact measures for these examples.
What the published figures do—and do not—show
The 17-to-one ERP figure, the 750-to-350 Edge-system figure and the 80/20 configuration describe the plan reported in 2023. They should not be read as proof of completed migrations, realized savings or a current system inventory.

Separate figures in Fletcher Building’s FY2022 annual report concern Tradelink’s online experience, not outcomes from the 2023 ERP blueprint: the report cited an 80% increase in website traffic, 60% of customers interacting online, a 212% increase in online sales and 70,000 products available online. Those historical Tradelink figures do not establish results from the transformation agenda.

Locandro told CIO in the 5 May 2023 case study: “You can never drive the car looking through the rearview mirror,” and “As CIO, you have to keep looking ahead and feel comfortable in backing yourself.” Fletcher Building announced on 20 November 2024 that Locandro had given notice of resignation and named Michael Butler as his successor, reporting to CFO Will Wright. That announcement records the succession at that time; it does not establish who holds the CIO role in 2026.
