The state’s 2022 award record lists a five-year contract valued at $778,250, scheduled to run from September 23, 2022, through September 22, 2027. That record establishes the original award, but does not show whether the agreement was later amended or replaced.
What the Telos contract covers
The Maryland Board of Public Works described the contract as a service for the BWI Office of Airport Security. Telos was to obtain the criminal-history record checks and security threat assessment results required by the Transportation Security Administration (TSA) for airport workers seeking credentials.
The scope also included integrating the selected Designated Aviation Channeling (DAC) system with BWI’s Intellisoft/ICEWARE identity-management system. The contractor’s responsibilities included uploading biographical information, providing tracking reports, and supporting RapBack and eBadge functions. These are elements of the state’s documented contract scope, not passenger-screening services.
How the award was made
The Board of Public Works listed the procurement as contract MAA-SV-23-001 on its August 10, 2022, action agenda. It identified Telos Identity Management Solutions LLC, based in Ashburn, Virginia, as the awardee. Telos announced the contract on October 25, 2022.

The state listed the procurement method as competitive sealed bidding, multi-step. It said the agency directly solicited the two vendors it identified as authorized to do the work, and both submitted bids. The record does not establish that price alone determined the selection, so the difference between the bids should not be treated as the stated reason for the award.
The contract’s scheduled term was September 23, 2022, through September 22, 2027. The listed $778,250 is the original contract amount in the 2022 record; it is not evidence of later amendments or spending.

What Designated Aviation Channeling means for airport workers
Telos describes DAC as a channel for transmitting aviation workers’ biographic and biometric information for background checks associated with access to secure areas at commercial airports. For BWI, the company said its deployment connected with the airport’s identity-management system to support those transmissions. The state’s award record independently confirms that integration was part of the contract scope.
Telos’s July 2026 description of its Aviation Channeling Services refers to a secure web-based platform for biographic and biometric submissions, Security Threat Assessments, Criminal History Records Checks, and RapBack enrollment. That description concerns Hawaii airports; it explains Telos’s service terminology, but does not establish a BWI renewal or a new BWI award.

What is and is not known about the results
Telos’s 2022 announcement characterized the BWI integration as enabling efficient biographic and biometric transmissions. The company also described possible service benefits such as improved data integrity, efficiency, and lower costs. The published sources do not provide independent, BWI-specific measurements of time or cost savings, accuracy, or screening outcomes.
Telos said in 2022 that its services had “over 100 and counting” airport and airline users. That was the company’s customer-count claim at the time, not an independently verified or current market statistic.

Is Telos still BWI’s provider?
The public award record sets out an original contract schedule ending September 22, 2027, but the available records do not resolve whether BWI later amended, renewed, or replaced the agreement. The 2022 award therefore supports saying that Maryland selected Telos under that contract; it does not, by itself, confirm who processes BWI worker checks today.
