U.S. officials say PRC-affiliated actors compromised multiple telecommunications providers in a long-running espionage campaign known as Salt Typhoon. They stole call-data records, accessed private communications involving a limited number of targets, and copied selected information tied to court-ordered U.S. law-enforcement requests. T-Mobile said in November 2024 that it had been targeted but had found no significant impact to its systems or data and no evidence that customer information was affected.
Those findings do not mean every subscriber was hacked, or that every call was recorded. They do show why telecom networks matter to national security—and why customers and organizations should distinguish confirmed findings from what remains unknown.
What happened in the Salt Typhoon campaign?
Salt Typhoon was a prolonged cyber-espionage campaign against telecommunications infrastructure, not simply a one-time mass theft of customer records. In an April 24, 2025 alert, the FBI said PRC-affiliated actors compromised multiple telecom providers, stole call-data logs, accessed private communications belonging to a limited number of identified victims, and copied some information associated with U.S. law-enforcement requests made under court orders. The FBI’s alert does not quantify the number of subscribers affected at each provider.
Call records generally describe metadata—such as information about calls—not recordings or the content of every conversation. The government’s findings do not establish that all customers’ calls, texts, or location histories were exposed.

What did T-Mobile say, and which other providers were named?
T-Mobile acknowledged that it had been targeted. In November 2024, the company said it was monitoring the industry-wide attack, had found no significant impact to its systems or data, and had no evidence that customer information was affected. That is the company’s position at the time of its disclosure, not proof that the broader campaign had no customer impact. The November 19, 2024 report also identified AT&T, Verizon, and Lumen Technologies among major companies targeted or singled out.
The list is not necessarily complete. The FBI described multiple telecom companies as compromised, and a later CISA advisory described targeting of telecom and internet-service-provider networks worldwide. Publicly available findings cited here do not establish the precise depth or duration of access at T-Mobile, or a quantified T-Mobile customer-data loss.

Why would spies target telecom infrastructure?
Telecom providers connect people, businesses, governments, and other networks. Access to a provider can reveal who communicates with whom, expose routing and call metadata, and help identify relationships or movements. Information tied to lawful surveillance requests is especially sensitive: it could reveal not only communications but also whom investigators were interested in and how they pursued those cases.
The 2025 CISA advisory says the actors targeted backbone routers as well as provider-edge and customer-edge devices, and could use compromised equipment and trusted connections to move into other networks. CISA’s advisory, revised September 3, 2025, describes a strategic infrastructure problem, not merely a breach of one carrier’s customer database.

How did the campaign operate?
Infrastructure access and persistence
At a high level, the operation involved gaining access to network infrastructure, maintaining that access, and using it to collect information or reach additional systems. CISA said the actors modified routers to preserve long-term access and could pivot through compromised devices and trusted connections. Persistent access can blend into routine network administration, making configuration visibility and reliable logs important.
Technical activity reported by researchers
November 2024 reporting described security researchers’ observations of exposed or vulnerable services, remote-management tools, Microsoft Exchange servers, web shells, Cobalt Strike, credential theft, scheduled tasks, cURL, anonymized file-sharing services, and proxy infrastructure. These details concern activity attributed to the wider actor or campaign; they do not establish the specific intrusion path used against T-Mobile.

Who is Salt Typhoon, and is it the same as Volt Typhoon?
Salt Typhoon is an industry tracking name. U.S. agencies attribute the activity to PRC state-sponsored actors, but security firms use overlapping names—including Earth Estries, FamousSparrow, GhostEmperor, UNC2286, OPERATOR PANDA, RedMike, and UNC5807. These labels should not be treated as a definitive list of identical groups: CISA cautions that commercial naming conventions do not map one-to-one to the government’s view of the actors. CISA’s naming caveat is useful context when comparing reports.
Salt Typhoon and Volt Typhoon are also distinct activities in government descriptions. The FBI characterizes Salt Typhoon as espionage focused on telecommunications, while Volt Typhoon is associated with pre-positioning in critical infrastructure that could support potential future disruption. The FBI’s discussion of the campaigns distinguishes their objectives; neither should be used as a catch-all label for every China-linked intrusion.

What does this mean for ordinary customers?
The public findings do not show that every subscriber to T-Mobile, AT&T, Verizon, or Lumen was individually hacked. They describe selected victims and call-data records, while the exact exposure at each provider has not been publicly quantified in the sources cited here. A customer who has not received a carrier notice cannot infer from the campaign alone that their own account or communications were accessed.

For sensitive conversations, end-to-end encrypted messaging can protect message content in transit better than ordinary SMS or carrier voice, but it is not a complete defense. It cannot necessarily protect a compromised phone or account, metadata, screenshots, or backups. For account security, consider these steps as general precautions rather than remedies proven to stop Salt Typhoon:
- Use an end-to-end encrypted messaging service for sensitive conversations.
- Where an account offers stronger options, prefer an authenticator app or hardware security key over SMS-based multifactor authentication.
- Set a strong carrier-account PIN and enable available port-out protections.
- Keep your phone, operating system, and messaging apps updated.
- Take unexpected SIM-change, number-porting, password-reset, or carrier-account notices seriously and contact the provider through a known channel.
What should organizations do?
Organizations cannot directly secure a carrier’s backbone, but they can reduce exposure in their own networks and improve their ability to identify suspicious access. CISA’s global advisory should guide technical hardening, especially for network devices and trusted connections.
- Inventory carrier, WAN, SD-WAN, router, firewall, and edge-device dependencies, including equipment managed by vendors.
- Remove internet exposure from management interfaces and separate management networks from production traffic.
- Require phishing-resistant multifactor authentication for administrative access; review privileged accounts and service credentials.
- Centralize and retain router, authentication, VPN, DNS, and configuration-change logs.
- Alert on unexpected configuration changes, new tunnels, unusual administrative access, and unfamiliar outbound connections.
- Hunt for persistence in network-device configurations, startup files, scheduled jobs, and unauthorized tunnels.
- After suspected compromise, rotate credentials and cryptographic material, and coordinate investigation with carriers and managed-service providers.
- Maintain a communications plan that does not rely entirely on a potentially affected carrier.
For communications providers, the FBI points to December 2024 enhanced visibility and hardening guidance intended to help detect malicious activity early and strengthen infrastructure. The FBI alert references that guidance.
What remains unclear?
Government statements establish a broad campaign and specific categories of collection, but they do not publicly resolve every provider-level question. The available sources do not give the exact intrusion path into T-Mobile, the number of subscribers affected at each carrier, or the duration of access at each provider. They also do not establish whether particular communications were collected from T-Mobile systems, or whether every industry tracking name refers to the same operational cluster.
The strongest public characterization is espionage and persistent access. CISA and ODNI describe the strategic significance of compromised infrastructure, but the sources cited here do not establish that shutting down U.S. telecom networks was the campaign’s primary objective. The 2025 Annual Threat Assessment places Salt Typhoon in the wider context of China’s cyber capabilities.
