How Military Transport Aircraft Are Evaluated in a Defense Procurement Competition

A transport-aircraft competition is judged by the solicitation’s mission requirements and evaluation factors. Capability, risk, support, schedule, and price all matter in the way the competition specifies.

There is no universal scorecard for military transport aircraft. The competition’s solicitation defines the mission, evaluation factors, and their relative importance. Buyers then compare each proposal against those terms—considering mission capability, technical and delivery risk, support, schedule, past performance, and price or cost as specified. In a best-value competition, the winner need not be the cheapest offer or the aircraft with the highest isolated performance figure.

What sets the evaluation criteria?

The buyer begins with an operational requirement: what the aircraft and its supporting capability must do. The solicitation translates that requirement into evaluation factors and explains how they will influence award. Under U.S. Federal Acquisition Regulation (FAR) 15.304, factors should be tailored to the acquisition, reflect what matters to the decision, and permit meaningful comparison. Factors affecting award and their relative importance must be disclosed in the solicitation (FAR 15.304).

That makes the solicitation—not a generic ranking of aircraft specifications—the guide to a particular contest. A factor might be a pass/fail requirement, a scored consideration, or contextual evidence, depending on the stated method. Criteria and weights vary by competition and jurisdiction; U.S. FAR procedures should not be assumed to govern procurement by another country.

What do evaluators compare?

Common considerations include the following, but their presence and importance depend on the solicitation. The examples show how these issues have appeared in particular procurements and analyses; they are not a universal checklist.

Consideration What it helps establish
Mission capability and compliance Whether the aircraft, proposed systems, and supporting plan meet the required missions and mandatory solicitation terms.
Technical maturity and integration Whether the design, modifications, and mission systems are sufficiently mature and can be integrated as proposed.
Proposal and program risk Whether technical, schedule, delivery, and support risks are understood and credibly mitigated.
Product support and sustainment Whether training, maintenance, infrastructure, support arrangements, and upgrade paths can sustain the capability.
Past performance and user experience Whether relevant delivery and operating experience provides confidence in execution and support.
Schedule Whether delivery and transition fit the requirement and are backed by a credible plan.
Price or cost What the government will pay, evaluated using the method and relative importance stated in the solicitation.
Fleet-level benefits, costs, and risks When the decision is about a fleet mix, how different numbers and types of aircraft jointly meet the air-mobility need.

Mission capability is judged against the requirement

Range, payload, speed, and runway performance matter only in relation to the missions and conditions the buyer needs to address. Evaluators consider the proposed aircraft and associated systems against the solicitation rather than treating a single specification as a complete measure of value.

A historical U.S. Air Force KC-X tanker solicitation illustrates one possible structure. It placed “Key System Requirements,” system integration and software, product support, program management, and technology maturity and demonstration under Mission Capability. Because KC-X was a tanker competition, its structure is an example—not a required rubric for transport-aircraft competitions (2008 House Armed Services Committee hearing on airlift).

Maturity, integration, and risk affect confidence

A proposed capability has to be deliverable, not merely attractive on paper. Evaluators can examine whether a design or modification is mature, whether systems can be integrated, and whether the offeror has identified and credibly mitigated challenges that could affect performance, cost, or schedule.

In the KC-X example, Proposal Risk was a separate factor. A particular C-130J production solicitation examined technical competence, understanding of modifications, management approach, identified challenges, and the realism of proposed risk mitigations. Those details describe those solicitations, not a standing rule for all aircraft purchases (C-130J production solicitation decision).

Support and past performance matter beyond delivery

Buyers may consider training, maintenance, support services, infrastructure, the size and experience of the user community, and upgrade paths. These bear on whether the aircraft can be operated and adapted over time, not just whether it can be delivered. Past performance can also inform confidence in an offeror’s ability to execute. Which of these count as formal factors, and how much they matter, depends on the competition.

How do schedule and price affect the choice?

Schedule may be evaluated separately from price. In the cited C-130J production solicitation, the non-price factors were technical approach, schedule, and past performance, in that order; the solicitation said non-price factors were significantly more important than price. Under U.S. FAR, price or cost generally must be evaluated, subject to specified exceptions, and the solicitation states its relative importance alongside the non-cost factors (C-130J production solicitation decision; FAR 15.304).

In a best-value process, a higher-priced proposal can be selected if its advantages justify the difference under the stated factors. In the KC-X example, Mission Capability, Proposal Risk, and Past Performance were equally important and each individually more important than Cost/Price or the Integrated Fleet Aerial Refueling Assessment (IFARA); IFARA had the same importance as Cost/Price. The solicitation allowed a higher-rated, higher-priced offer to represent best value when its advantages outweighed the price difference. That weighting is specific to the historical tanker competition, not a template for another procurement (2008 House Armed Services Committee hearing on airlift).

Is the decision always between two aircraft?

No. A buyer may compare fleet structures or capability packages rather than choosing one airframe in isolation. New Zealand’s Ministry of Defence reported in 2023 that stakeholders considered 17 fleet mixes in a multi-criteria analysis. The analysis itself took place in September 2017 and assessed benefits, costs, and risks across civilian and military classes. Its findings reflect that project’s requirements and decision context, not a general conclusion about the right fleet for another country (New Zealand Major Projects Report 2023).

New Zealand’s earlier medium tactical aircraft work compared the Lockheed Martin C-130J-30 and Embraer KC-390 as options marketed at the time, considering capability and cost as well as mission breadth, user community, support, training, and growth potential. A later account describes why officials then discounted the KC-390, including uncertainty around price, limited operator-support history at that time, and integration considerations. These are dated explanations of a historical decision, not current findings about either aircraft (New Zealand tactical air-mobility project paper; New Zealand Major Projects Report 2023).

How is the final selection made?

Evaluators assess proposals against the disclosed criteria, and the source-selection authority makes an integrated judgment under the applicable process. Professional judgment can be involved, but it is bounded by the solicitation’s factors and procurement rules. To understand why a proposal won, look at the stated factors and their relative importance, then at the documented trade-offs—not at a single aircraft specification or price in isolation.

  • Identify which requirements are mandatory and which factors are evaluated comparatively.
  • Check the solicitation’s stated order or relative importance of non-price factors and price or cost.
  • Separate evidence about present capability from evidence about maturity, integration, delivery, and long-term support.
  • For a fleet decision, assess the mix and its combined benefits, costs, and risks rather than assuming the contest is airframe versus airframe.
