Honeywell has confirmed it was selected to supply process technology and related services for Dangote’s proposed refinery in Lamu, Kenya. Engineers India Limited (EIL) is reported to have won a separate project-management and engineering, procurement and construction management (EPCM) contract. The reported $16 billion is the estimated cost of the overall project—not either company’s contract.
What is the $16 billion Kenya refinery project?
It is a proposed refinery and petrochemical plant in Lamu County on Kenya’s coast. The planned capacity is 700,000 barrels per day, and the overall project cost has been reported at $16 billion. Associated Press reported that the project broke ground on September 30, 2026. Its report described completion as expected 40 months after groundbreaking; that is a projection, not a confirmed commissioning date. Associated Press
The project is intended to produce gasoline, diesel, jet fuel and polypropylene. Honeywell says the refinery is designed to process a broad range of crude oils, from light to heavy grades, potentially sourced from multiple regions. These are planned capabilities and products, not evidence that the plant is operating or that its output will lower fuel prices.
What will Honeywell do?

Honeywell says the Kenya project will draw on designs developed for Dangote’s Lekki refinery in Nigeria. The company estimates that applying those designs could shorten development by nearly two years compared with a typical new facility. That is Honeywell’s schedule estimate, not an independently verified saving or a revised project completion date.
Honeywell Technologies UOP President Rajesh Gattupalli said the company’s established large-train engineering designs could be applied to the Kenya refinery to help reduce time to market. His statement describes the anticipated benefit of Honeywell’s approach.

What is Engineers India’s role?
Secondary reports say Engineers India Limited won a contract worth more than $450 million to serve as project-management and EPCM consultant for the planned refinery and petrochemical plant. The reported scope is distinct from Honeywell’s technology and process package. The contract amount and role have not been confirmed here by a primary EIL announcement. The Economic Times

Associated Press also reported that people claiming ownership of affected land had filed a lawsuit, that protests over compensation had taken place, and that environmental activists raised concerns about possible effects on the marine ecosystem. Those are reported claims and concerns, not adjudicated findings. Project proponents present the refinery as a way to expand refining capacity in Kenya and support regional energy security. At the groundbreaking, Aliko Dangote said, “Africa must industrialize Africa,” as reported by Associated Press. But the planned capacity and stated goals do not by themselves show how much fuel the refinery would supply locally, whether imports would fall, or whether consumers would pay less. Those outcomes are not established by the cited announcements and reporting.
