A payee is generally the person or organization designated to receive a payment. The payer is the person making it. On an ordinary check, the person or business named on the “pay to” line is the payee.
What does payee mean?
In everyday use, the payee is the person or organization to whom a payment is made. The IRS describes the general rule as: “Generally, the payee is the person to whom you make the payment, regardless of whether that person is the beneficial owner of the income.” Internal Revenue Service guidance on identifying the payee explains that certain tax situations can have exceptions.
Payee vs. payer

The terms describe opposite sides of a payment. For example, when a customer pays an electricity bill, the customer is the payer and the utility company receiving the money is the payee. Cornell’s Wex entry on payees uses checks and utility bills to illustrate this everyday meaning.
Who is the payee on a check?
The payee is ordinarily the person or organization written on the check’s “pay to the order of” line. If you write a rent check to your landlord, the landlord named there is the payee and you are the payer. The label identifies who the check is payable to; it does not, on its own, answer tax questions about the payment.

Can the payee differ from the person who ultimately benefits?
In some tax or regulatory contexts, the payee may not be the person who ultimately benefits from the money. The IRS notes exceptions involving, for example, a U.S. recipient acting as an agent for a foreign person and certain disregarded entities. Those are context-specific rules, not a reason to treat every intermediary, business, or bank account as changing the ordinary meaning.
A separate, narrow example appears in 26 CFR § 1.1471-3. For purposes of chapter 4, the regulation generally defines the payee as the person to whom payment is made regardless of beneficial ownership; for a payment to a financial account, it generally treats the account holder as the payee, subject to exceptions in the regulation. This rule applies to that regulatory context, not to every everyday payment.

What does payee mean on tax paperwork?
The word alone does not determine whether a payment is taxable or whether it must be reported. If a tax form asks for a payee, follow the current instructions for that form and the applicable IRS guidance; the relevant treatment can depend on the type of payment and the parties involved. The IRS’s payee guidance is specific to the circumstances it discusses, and the cited federal sources are U.S. rules rather than a universal definition for every jurisdiction.
