Yes. Elon Musk publicly offered on March 21, 2026, to pay Transportation Security Administration (TSA) personnel during the Department of Homeland Security (DHS) funding lapse. The White House rejected the offer by March 26, citing legal challenges related to Musk’s federal contracts. Reporting does not show that he paid TSA salaries, and the shutdown ended on April 30, 2026.
What did Musk offer to pay?
On March 21, Musk posted on X: “I would like to offer to pay the salaries of TSA personnel during this funding impasse that is negatively affecting the lives of so many Americans at airports throughout the country.” Axios reported the offer and said the practical mechanism was unclear. The statement was an offer, not evidence that any salaries were paid. Axios reported the offer; CBS News reproduced Musk’s statement.
Axios estimated that paying TSA officers’ salaries could cost more than $40 million per week, based on the agency’s headcount. That was a media estimate, not a confirmed government expense, a final cost calculation, or money Musk transferred.
Did the White House accept the offer?
No. By March 26, the White House had rejected it. Spokeswoman Abigail Jackson told CBS News, “This would pose great legal challenges due to his involvement with federal government contracts.” The administration said it appreciated the offer, but this was the White House’s stated rationale—not a court ruling or an independent determination that every possible form of private assistance was unlawful. CBS News reported the rejection and the administration’s explanation.

The concern was that a private payment to federal employees by someone with government contracts could raise legal and ethics questions. CBS reported that outside individuals are barred from paying government employees directly, citing the U.S. Office of Government Ethics. Officials also discussed whether Musk could donate to the government’s general fund for worker pay. Citizens can make gifts to the U.S. government through a Treasury account, but the reporting does not establish that Musk made such a donation or that this particular route would have been lawful for him.
Why were TSA workers going without pay?
The DHS funding lapse began February 14, 2026. In March, the Associated Press reported that more than 120,000 DHS employees, including roughly 50,000 TSA officers, were working without pay. With funding unavailable during the lapse, officers still had to report for work, while some workers faced immediate financial strain. Nonprofits, unions, and airport authorities organized food assistance. AP reported that World Central Kitchen began providing meals at Washington-area airports. Near San Diego International Airport, Feeding San Diego distributed 400 food boxes with pantry staples and fresh produce after a request from TSA and the regional airport authority. Because direct cash or gift-card handouts to officers were constrained by employee ethics rules and workplace restrictions, support was coordinated through organizations and airport authorities rather than treated as a personal payment to federal workers.
How did the shutdown affect TSA staffing?
The lapse also strained airport operations. In July 2026, the Associated Press reported that thousands of officers had called out and about 1,100 had quit. AP said TSA had roughly 60,000 employees serving more than 440 airports nationwide. Those figures describe the agency in the 2026 shutdown context, not a timeless staffing count. How does a private offer differ from congressional funding?
Federal employee pay is funded through government appropriations. A private offer to cover salaries is not the same as Congress providing DHS with funding: the proposed private route raised questions about how money could be accepted and whether a contractor’s involvement created conflicts or other legal obstacles. The White House said Congress should fund DHS, and officials’ discussion of a possible Treasury donation did not establish an approved or completed alternative.

When did the DHS shutdown end?
The partial DHS shutdown ended April 30, 2026, when President Donald Trump signed legislation funding much of the department. That means the original headline’s wording that the shutdown “continues” describes the moment of Musk’s March offer; it is not the current status of the 2026 funding lapse.
