To evaluate a company’s exposure to an Indian GST rate change, identify affected products and services, verify the operative rate and effective date, apply time-of-supply rules to each transaction, and measure the separate effects on output tax, input tax credit (ITC), prices, margins and cash flow. A GST Council announcement is a starting point—not, by itself, the legal basis for charging a new rate.
1. Identify the affected products, services and transactions
Start with a line-item inventory rather than a company-wide estimate. For each outward supply and material input, record the SKU or service, HSN or SAC classification, place of supply and relevant registration, current tax treatment, and sales or purchase volume and value. Flag changes to rates, exemptions, eligibility conditions and ITC treatment.
The GST Council’s September 2025 release described changes across sectors and points to HSN-wise and sector-wise annexures. Its examples include small cars and motorcycles at or below 350cc, man-made fibre and yarn, specified fertilizer inputs, renewable energy devices, and certain accommodation and personal well-being services. Keep different classifications and conditions separate. Averaging distinct products, services or transaction types can conceal a rate change or credit restriction that matters to the company.

2. Confirm the operative rate and effective date
For each affected line, check the applicable central, state or integrated GST notification and amendments, classification entry, conditions and effective date. A Council recommendation or press summary may describe a proposed or recommended change, but the operative notification is the document to verify before applying a rate. The relevant notification and classification can depend on the supply and transaction; escalate a genuinely ambiguous classification to a qualified Indian GST adviser.
The Council’s official September 2025 FAQ on GST rate changes discusses changes effective 22 September 2025. Treat that date and FAQ as context for those changes, not as a substitute for checking later notifications or amendments that may affect a particular product or service.

3. Apply time-of-supply rules to transition transactions
Once you have the operative date, divide transactions into cohorts around it. Track the supply, invoice, advance and payment dates needed to determine the applicable treatment under the relevant law. Do not assign a rate solely from the date an order was placed, goods were shipped, or an invoice was entered without checking the governing time-of-supply provisions.
The official FAQ states: “The GST rate will be determined as per the time of supply provisions.” It points to section 14 of the CGST Act for rate changes. Review the relevant transaction facts under that provision rather than treating the effective date as a simple cutoff for every invoice. See the CGST Act.

4. Analyze output tax and ITC as separate effects
A rate change on sales does not, by itself, determine the company’s ITC position. Review input tax and input-service credits separately, including whether statutory credit conditions are met, what credit has already been availed in the electronic credit ledger, and whether an outward supply becoming exempt triggers reversal or another limitation.
The September 2025 FAQ says that credit duly charged at the prevailing rate on an inward supply may be eligible subject to other statutory conditions. It also discusses use of duly availed ledger credit against output liabilities and reversal for qualifying supplies that become exempt from the effective date. Apply the current Act and rules to the company’s actual supplies and records; the FAQ’s scenario should not be generalized to every transaction.

For imported goods, the FAQ says import IGST follows the notified GST rates unless IGST has been separately exempted. Check the applicable rate notification and any separate exemption for the goods in question.

Calculate the effects for each affected line and period. A lower output rate does not automatically produce an equal increase in margin: the realized effect depends on credit availability, customer pricing, contract terms, market response and volume. Compare the following channels rather than reporting only the headline rate difference:

- Output tax: tax charged to customers and remitted, by transaction cohort and period.
- Customer price and net realization: what customers pay and what the company retains after tax, under actual pricing and contract terms.
- Input tax and usable credit: credit available, accumulated, blocked or potentially reversible.
- Gross margin and volume: margin under relevant pricing and demand scenarios, without assuming customers or suppliers absorb the change in a particular way.
- Cash flow and working capital: timing differences between tax collected, tax paid, credit availability and use.
- Inventory, purchases and contracts: exposure from stock, purchase timing, committed prices and transaction terms that span the change.
Use company transaction and ledger data to quantify these effects. There is no universal company-level impact figure: the result depends on the affected product mix, timing, pricing, ITC and records.
6. Keep evidence and reconcile the calculation
The GST Council’s implementation agenda note lists useful evidence for examining price and ITC changes, including before-and-after product or service price lists and MRP lists, invoice data and GSTR-1 invoices, new MRP stickers, GSTR-2A for reviewing input-credit changes, and the taxpayer’s ITC ledger. The note describes checking whether sale-price or MRP revisions are commensurate with tax-rate changes; it is a practical evidence checklist, not a complete current legal test. For an internal assessment, retain these records alongside transaction dates and volumes, classification support, customer and supplier contracts, location and registration details, and a reconciliation between rate mappings, accounting records and GST returns. Keep support at line-item level so the company can explain both its legal classification and the assumptions behind its financial estimate.
- Old and new rate mapping, linked to the relevant notification and effective date.
- Classification rationale and any applicable conditions or exemption.
- Approved ERP or tax-code changes and their effective dates.
- Invoices and relevant credit or debit notes.
- Return treatment, price lists or MRP revisions, and the ITC ledger.
- A sample reconciliation from transaction records to accounting and GST returns.
Escalate uncertain classifications and transition cases to qualified Indian GST counsel or advisers before finalizing the company’s treatment.
