But construction orders are not the same as completed projects or deliveries to factories, and the available figures do not measure how much construction changes industrial output overall. Germany’s 2024 figures show why the distinction matters: building-construction orders declined while civil-engineering orders grew, and separate evidence shows how shortages of industrial materials can constrain production and push prices higher.
How does construction demand reach industrial suppliers?
A construction project can generate orders for materials, equipment and components made by industrial firms. Those suppliers, in turn, may depend on other manufacturers for the intermediate goods needed to make their products. Destatis illustrates this chain with electrical components and steel products: stronger demand for final goods can require more production of these inputs, while a shortage can stop firms from completing orders.
This is a transmission channel, not proof that any particular construction project caused a particular industrial order or shortage. A project’s procurement can involve several suppliers and stages, and the construction order data do not report the quantities of industrial inputs purchased.
What did Germany’s construction orders show in 2024?
Destatis reported that real order intake in Germany’s main construction sector fell 0.7% in 2024 compared with 2023. In current euros, however, orders rose 1.1% to €103.5 billion. These measures answer different questions: the nominal figure records the value of orders in euros, while the real figure adjusts for price changes to indicate volume. A rise in nominal value therefore does not mean that the price-adjusted volume of orders increased.

Why do building construction and civil engineering matter differently?
Building construction contracted
Real building-construction orders fell 5.0% in 2024. That decline cautions against describing the year as a uniform construction boom that would have lifted demand for every industrial supplier.
Civil engineering expanded
Real civil-engineering orders rose 3.4%. Destatis said large orders contributed materially to the segment’s record result, particularly work involving motorway, bridge and tunnel renovation and electricity-grid expansion. These projects show how infrastructure programs can create demand for industrial goods and components. The release does not break out purchases by material or input category, so it cannot establish how much steel, electrical equipment or any other product those orders required.
How can a material shortage affect industrial output?
Orders express demand; production records what firms actually make. If an intermediate input is unavailable, a manufacturer may be unable to fulfil an order even when demand is strong. The disruption can travel downstream: a company short of components may delay its own output, affecting customers that rely on its goods.
An ifo Institute analysis published on 11 June 2026 quantified the broader effects of unexpected material-shortage shocks in German manufacturing. It estimated a short-term 2.4% decline in industrial production after a shock. Two years later, production remained 0.5% below the no-shock counterfactual. The analysis used monthly ifo manufacturing survey data from 2002 to mid-2025. These estimates concern manufacturing material shortages generally; they do not identify construction demand as the cause of the shortages.
How do supply disruptions feed into prices?
The ifo Institute’s summary says producer and commodity prices peaked about a year after a shortage shock, while consumer prices continued to feel its effects two years later. That lag matters: a supply disruption can affect costs and prices after the initial production problem, rather than appearing immediately as a single change in construction or factory orders. The findings describe manufacturing-wide shortages, not a price effect attributable specifically to construction activity.

What can the available indicators establish—and what can’t they?
Construction orders are not industrial orders
The series cover different firms and economic activities. The Deutsche Bundesbank describes construction order reporting as covering firms with at least 20 employees, while the industrial order reporting it describes covers order-based industrial sectors and firms with at least 50 employees. These separate measures can provide context, but they are not a matched record of construction buyers’ purchases from industrial suppliers.
Orders are not output or deliveries
Construction order intake indicates planned demand, not completed projects. Industrial orders indicate demand for industrial goods, while production measures realized output. A comparison among these indicators can help show where demand and supply diverge, but none alone traces a causal path from a construction order to a factory’s input purchases or production.

The construction-specific effect is not quantified
The 2024 construction figures document different trends in building construction and civil engineering. The ifo analysis estimates the effects of unexpected material shortages across manufacturing. Taken together, they support the explanation that construction can be one source of industrial demand and that input shortages can constrain production and affect prices. They do not establish how much Germany’s construction activity changed industrial production, nor whether the civil-engineering rise caused shortages of steel, cement, electrical goods or logistics capacity.
