The May 2025 jobs report showed payrolls rising by 139,000 and unemployment holding at 4.2%, but prior gains were revised down and participation slipped.

The U.S. economy added 139,000 nonfarm jobs in May 2025, while the unemployment rate stayed at 4.2%, according to the Bureau of Labor Statistics (BLS) report released June 6, 2025. Those headline figures suggest continued labor-market resilience, but the picture was not uniformly steady: March and April payroll gains were revised down by a combined 95,000, and both labor-force participation and the employment-population ratio fell.

What the May 2025 jobs report says

The BLS reported that total nonfarm payroll employment rose by 139,000 in May 2025. That was similar to the average monthly gain of 149,000 over the prior 12 months. The unemployment rate was 4.2%, within the 4.0%–4.2% range it had occupied since May 2024. These figures describe different parts of the labor market, so an unchanged unemployment rate does not by itself mean every measure was unchanged.

The BLS uses two surveys: its household survey measures labor-force status, including unemployment, while its establishment survey measures nonfarm employment, hours, and earnings by industry. Payroll growth and the unemployment rate therefore come from distinct measures, not a single count of workers. BLS Employment Situation, June 6, 2025.

Why the headline stability needs qualification

Earlier payroll gains were revised down

The BLS revised March payroll growth from 185,000 to 120,000 and April growth from 177,000 to 147,000. Together, the two monthly estimates were reduced by 95,000. These revisions reflect additional employer and government reports as well as recalculation of seasonal factors; the first estimate for a month is not necessarily its final estimate.

Participation and the employment-population ratio fell

The labor-force participation rate declined 0.2 percentage point to 62.4%, and the employment-population ratio fell 0.3 point to 59.7%. The unemployment rate measures the share of the labor force that is unemployed and looking for work; it does not include people outside the labor force. Looking at participation and the employment-population ratio alongside unemployment gives a broader view of whether people are working or seeking work.

Job gains were concentrated in a few sectors

Health care added 62,000 jobs, leisure and hospitality added 48,000, and social assistance added 16,000. Federal government employment fell by 22,000 in May and by 59,000 since January. The overall payroll increase therefore combined growth in some industries with declines in another, rather than signaling uniform hiring across the economy.

The BLS also noted a movement of workers between home health care services and individual and family services in April estimates after a New York state program-administration change. That makes those particular industry components harder to interpret as straightforward month-to-month changes in underlying demand.

What the report says about pay and hours

Average hourly earnings for private nonfarm employees rose 0.4% in May to $36.24, and were up 3.9% from a year earlier. The average workweek remained 34.3 hours for the third consecutive month. These are nominal wage and hours measures; they do not, by themselves, show how household purchasing power changed after prices or other costs.

How to interpret “labor market stability”

Calling the May report stable is an interpretation, not a BLS conclusion. Payrolls continued to grow and unemployment remained within its recent range, which argues against reading the release as evidence of an immediate collapse. At the same time, downward revisions, lower participation, a lower employment-population ratio, and concentrated sector gains temper that reading.

Forbes quoted Olu Sonola, head of U.S. economic research at Fitch Ratings, describing the report as good while saying the labor market was slowing steadily. That was a contemporaneous analyst opinion, not an official assessment by the BLS. Forbes, June 6, 2025.
