Cryptocurrency Exchanges Explained: Custody, Fees, and How to Choose One

A crypto exchange can be more than a trading venue: understand custody, total transaction costs, legal protections, and the checks to make before choosing one.

A cryptocurrency exchange is a service for buying, selling, or trading crypto assets. Many centralized exchanges also hold customers’ assets and manage the private keys needed to access them, but trading and custody are distinct functions. Before choosing a platform, check who holds your assets, what a transaction will actually cost, which assets and networks it supports, and what rules apply where you live.

What is a cryptocurrency exchange?

An exchange provides a way to transact in crypto. Depending on the provider and product, you may buy or sell through a simple purchase interface, trade with orders on an order book, or use a brokerage-style service. A company can combine several of these functions with custody, so the word “exchange” alone does not tell you who controls your assets or what legal protections apply.

In a custodial account, the provider generally controls the private keys associated with assets held for customers. You access the account through the provider, rather than directly controlling those keys. In self-custody, you control the keys and are responsible for protecting them and maintaining a recovery method.

Exchange versus wallet: who controls access?

A wallet does not contain crypto in the way a physical wallet contains cash. It stores or manages the private keys that let someone authorize transactions on a blockchain. The SEC’s December 12, 2025 retail custody bulletin explains custody in terms of how and where assets are stored and accessed.

Arrangement Who controls the keys? Main responsibility and risk
Custodial exchange account The provider, or a custodian it uses, manages the keys. You depend on the provider’s security, policies, access systems, and ability to return assets. Ask what happens if it fails and whether assets can be lent or commingled.
Self-custody wallet You control the keys or recovery phrase. You must secure access and recovery yourself. Losing, exposing, or damaging key material can permanently prevent access to the assets.

Self-custody is a different allocation of responsibility, not a risk-free upgrade. A hardware wallet is one physical type of wallet; it does not remove the need to protect its keys and recovery phrase. The SEC’s investor bulletin advises: “Store your seed phrase in a secure place and do not share it with anyone.”

For a custodial account, review the provider’s information on who can access keys, whether custody is outsourced, whether it uses hot or cold wallets, its account-recovery and withdrawal controls, and what happens if the provider becomes insolvent. Check the legal entity named in your account terms, not just the brand name.

What does a crypto exchange cost?

There is no single exchange fee. The total cost depends on how you buy or trade, the payment route, your account tier, the asset and pair, and whether you later withdraw. A low advertised trading fee does not necessarily mean the lowest all-in cost.

  • Purchase price or spread: Compare the price shown for an instant purchase or conversion with the price you would get using an order book. The difference between the quoted price and a reference market price can affect your cost.
  • Trading charge: An exchange may charge a stated fee on a simple purchase or apply separate order-book fees.
  • Maker and taker fees: On an order book, a maker order adds liquidity, while a taker order immediately matches an existing order. The fee can differ depending on which role your order takes.
  • Payment charges: Card, bank, or other payment methods can have separate charges or different pricing.
  • Withdrawal and network costs: Moving crypto off-platform may incur an exchange withdrawal charge, a network fee, or both. Confirm that the provider supports the exact asset and withdrawal network you intend to use.

As a dated vendor example rather than a market benchmark, Kraken’s fee page says its instant product and Pro order-book schedule differ and that payment fees may also apply. Its support article, updated October 1, 2026, says Kraken Pro rates depend on 30-day volume, pair, and maker/taker status; its published schedule was effective October 5, 2026. Check the provider’s current terms because schedules can change. Do not compare a basic purchase quote with another exchange’s advanced order-book rate as if they were the same transaction.

To compare providers fairly, price the same amount of the same asset using the same payment method and transaction type, then include the cost of your planned withdrawal. Also check asset-transfer, annual asset-based, account setup, and account closure charges where applicable; these are among the fee questions the SEC recommends asking a custodian.

How to choose a cryptocurrency exchange

  1. Start with your location and the legal entity. Confirm that the service is available where you live and identify the company that will hold your account. Protections depend on the provider, service, asset, and jurisdiction.
  2. Check custody and failure terms. Find out who controls the keys, whether assets may be lent or commingled, what happens if the provider fails, and how you would make a complaint or seek recovery. Read insurance terms and exclusions rather than assuming your crypto is covered.
  3. Review account security and recovery. Look for multifactor authentication, withdrawal controls, phishing protections, and a clear account-recovery process. For self-custody, decide how you will secure and recover your keys before transferring assets.
  4. Calculate the full cost of your intended transaction. Compare the displayed price or spread, applicable trading fee, payment-method charge, and withdrawal and network costs for the same transaction on each provider’s current fee pages.
  5. Confirm asset and network support. Verify that the exchange supports the specific asset and deposit or withdrawal network you need. A listed token is not necessarily withdrawable on every network. Check limits and processing terms before buying.
  6. Evaluate transparency claims carefully. If a provider publishes a proof-of-reserves report, read what it covers, its date and method, who performed the assessment, and what assurance it provides. Do not treat the label alone as proof of solvency or a guarantee of customer assets.

Are proof-of-reserves reports the same as audits?

No. The SEC’s investor materials distinguish proof-of-reserves assessments from a financial statement audit conducted under relevant standards. A reserves assessment can be limited to a point in time and may not show all liabilities or activity between assessments. Its scope, frequency, assurance level, third-party provider, and disclosures can vary.

Read the specific report rather than relying on the phrase “proof of reserves.” Ask whether it addresses liabilities as well as assets, when the measurement occurred, and what independent assurance was provided. The SEC’s proof-of-reserves investor bulletin and alert on crypto asset securities intermediaries caution against treating such reports as equivalent to a PCAOB-standard financial statement audit.

What legal protections apply?

Do not assume crypto held at an exchange has bank-deposit insurance or the protections that apply to registered securities intermediaries. In the United States, SEC materials describe protections tied to specified regulated roles, including certain broker-dealers, investment advisers, and alternative trading systems. A crypto platform may combine services that are normally separated among different kinds of firms; a platform’s presence in one regulatory category does not establish that every service or crypto asset on it receives the same protections.

For the EU, MiCA Article 75 sets custody and administration duties for covered crypto-asset service providers. These include client-position records, custody policies, periodic statements, segregation, procedures for returning assets, and liability provisions. Article 75(6) says covered providers must have procedures to return client crypto-assets or the means of access “as soon as possible” to clients. This is a scoped EU requirement, not a global consumer guarantee; confirm whether the provider and service fall within its scope.

The SEC’s Crypto@SEC update page, last reviewed October 1, 2026, lists proposed changes concerning crypto custody by advisers and regulated funds. Those items were proposals as of that review date, not final or operative rules.
