How to Verify Whether a U.S. Government Crypto Transfer Was Actually Sold

A crypto transfer proves movement, not ownership or sale. Here’s how to check wallet attribution, exchange deposits, and evidence of an executed trade.

A blockchain transaction can show that cryptocurrency moved; it cannot, by itself, prove that the U.S. government controlled the sending wallet or that the recipient sold the asset. To verify a sale, establish the transaction, corroborate who controlled the addresses, and find transaction-specific evidence of an executed trade or its proceeds. An exchange deposit alone is not proof of a sale.

What a blockchain transaction can—and cannot—prove

A transaction hash lets you inspect a movement recorded on a blockchain: the asset, quantity, addresses, block or timestamp, and confirmation status. It does not ordinarily identify the people or organizations behind those addresses. The Department of Justice explains that Bitcoin addresses and transaction histories are public, while transactions generally carry little or no identifying information about their sender or recipient. Linking an address to an exchange or government agency is a separate attribution step. DOJ explanation of Bitcoin tracing

That distinction matters because “government wallet” is often an analyst’s label, not information written into the transaction. Even if the government link is credible, a transfer can reflect custody, a wallet reorganization, or another movement rather than a disposal.

Why an exchange deposit does not establish a sale

A destination associated with an exchange may be a deposit or custody address. The U.S. Marshals Service announced in 2024 that it selected Coinbase Prime for custody and advanced trading services for certain large-cap seized digital assets. That establishes a vendor relationship and the services described at that time—not that a specific deposit was traded or that every government-held asset uses the same arrangement. On-chain data may also show only part of the path. A Federal Register filing describing a trust’s Coinbase Prime agency-execution model says Coinbase could execute purchases or sales through third parties. The filing concerns a trust, not U.S. government holdings; it illustrates why a public transfer may not reveal all account-level execution and settlement steps, but it is not evidence of government trading practice. How to verify a reported government crypto sale

  1. Pin down the specific claim. Record the agency, asset, alleged amount, date, transaction hash, and addresses. A report that the government “sold Bitcoin” is too vague to verify without identifying which movement it means.
  2. Check the transaction on the correct blockchain. Use a reputable explorer or node view to confirm the asset, block or timestamp, quantity, sender, recipient, confirmation status, and fees. For Bitcoin, inspect inputs and outputs: an output returning value to a change address is not automatically another sale.
  3. Corroborate government control of the address. Look for an agency statement, court filing, forfeiture record, or credible custodial documentation connecting the address to the government. Do not treat an explorer’s label or an analytics firm’s attribution as conclusive on its own.
  4. Establish what the destination address represents. Confirm whether it belongs to an exchange, custodian, or other service, and whether the source ties that address to this particular transfer. A custodian’s ability to trade assets does not establish that a trade occurred.
  5. Seek evidence of execution or proceeds. Stronger evidence includes transaction-specific official confirmation, a court or forfeiture disposition record, or reliable account-level records showing an executed trade and its settlement. A blockchain deposit by itself does not provide that account-level proof.
  6. Report only what the evidence supports. If the movement is verified but a trade is not, describe it as a transfer or deposit and say the sale is unconfirmed. If a reliable source confirms execution, identify what it confirms and the date of that source.

How to compare competing reports

When sources disagree, compare the evidence behind each claim rather than the wording of its headline.

Why a transfer may not mean liquidation

Moving crypto between wallets is conceptually different from disposing of it. IRS guidance generally treats a transfer between wallets or accounts belonging to the same owner as non-taxable, while distinguishing on-chain from off-chain transactions. That tax guidance is not evidence about government ownership or whether a particular sale occurred; it is a reminder that movement alone does not establish liquidation. Official descriptions can also distinguish a seizure or transfer from a sale. In a separate case, the DOJ acknowledged assistance in effectuating a transfer without saying the assets were sold. Use “seized,” “transferred,” or “deposited” when those are the facts established; use “sold” only when evidence supports an executed sale. DOJ release describing a crypto transfer

What can be concluded without transaction-specific evidence

There is no case-specific conclusion to draw without the wallet, asset, date, and transaction details. A verified on-chain movement may establish that crypto moved, but the sale remains unconfirmed unless reliable, transaction-specific evidence establishes execution. General agency procedures, exchange relationships, and address labels cannot fill that gap.
